Vietnam participates in 28th Session of Legal and Technical Committee under International Seabed Authority (LTC/ISA)

The Legal and Technical Commission (LTC) of the International Seabed Authority (ISA) officially opened the meeting within the framework of Part I of the 28th Session taking place in Kingston, Jamaica, from 7-15 March 2023.

The LTC Committee is an international group of experts nominated by ISA members and elected by the ISA Council. The current LTC committee consists of 41 members from around the world, elected in 2022 for a 5-year term starting from January 2023. The work of the LTC is crucial to the activities of ISA, which is an independent scientific and technical advisory body that supports the ISA Council. In principle, the ISA Board makes most of its decisions based on the recommendations of the LTC Committee. Representative of Vietnam, Assoc. Prof. Dr. Dao Viet Ha, Director of the Institute of Oceanography under Vietnam Academy of Science and Technology, and Chairperson of the Vietnam IOC Committee, attended the meeting as a member of the LTC Committee for the term 2023-2027.

Attending the opening session, ISA Secretary General, Mr. Michael W. Lodge, gave a welcome speech to the members of the LTC for the term 2023-2027, and emphasized the mission of the LTC in the ISA governance structure in order to ensure that ISA decisions are made based on sound scientific and technical factors. The LTC Committee elected Mr. Erasmo Lara Cabrera (Mexico) as Chairman and Ms. Sissel Eriksen (Norway) as Vice President of LTC/ISA. At the meeting, the members of the LTC Committee discussed the current status of the contracts for exploration and exploitation of seabed resources and periodically assessed the implementation of the exploration work plan, the actual situation of the exploration and exploitation of the implementation of planned international training programs, as well as the suspension/prolongation of contracts to explore areas with polymetallic sulphides and cobalt-rich ferromanganese crusts. In addition, the LTC Committee also reviewed ISA's data management strategy for 2022-2026 and continued its work on developing standards and guidelines to support the implementation of seabed minerals exploitation regulations and approaches to standardization, approval and review of regional environmental management plans. On the other hand, the LTC Committee began to proceed with the necessary roadmap in developing binding environmental threshold values according to the decision adopted by the Council at its 27th session (ISBA/27/C/CRP.5/ Rev.1).
