Vietnam-Korea International Class 2023 on Improving Research and Development Strategic Planning Capacity with V-COMPAS System

On April 26, 2023, Institute for Scientific Information, Vietnam Academy of Science and Technology, in collaboration with Korea Institute of Science & Technology Information (KISTI) organized the Vietnam-Korea International Class 2023 on Improving research and development strategic planning capacity with V-COMPAS System, with the guidance of experts from KISTI. The class is a continuation of training activities of research staff of Vietnam Academy of Science and Technology (VAST) with the aim of improving the efficiency of using the Vietnamese version of COMPAS (Technology Competitiveness Analysis System) (V- COMPAS) in the process of scientific and technological research and development.

Attending the event, representatives of VAST were Prof. Dr. Le Truong Giang, Vice President of VAST, Dr. Le Quynh Lien, Director of the International Cooperation Department, together with leaders of functional departments, leaders of research institutes and affiliated research staff. Representing of the National Administration of Science and Technology Information was Mr. Dao Manh Thang, Deputy Director General. Representatives of the Korean side were Dr. Hyuck Jai Lee, Project Manager, and experts from Korea Institute of Science and Technology Information, Mr. Byungsam Jin, Director of Misotech Company and technical assistants of Misotech Company.

The class focused on training activities, instructing how to operate and exploit the V-COMPAS System effectively for research staff of the Academy; created opportunities for researchers in research and development (NC&PT) projects to update competitive technologies, seize opportunities, and handle risks in R&D.

Opening remarks, Prof. Dr. Le Truong Giang, Vice President of VAST affirmed that it is necessary to equip scientists with tools to support research and technology management activities to help scientists search, search and support information analysis, find new technologies, catch up with the world's technology trends. At the same time, science and technology managers need tools to evaluate technology, helping to make investments in the right direction with priority technology industries. He also hoped that scientists participating in the Day Class would focus on absorbing knowledge from the Expert's lecture to achieve the highest results. After the class, the participating scientific staff can re-disseminate and spread the use of the System to other staff at specialized institutes.

Mr. Dao Manh Thang, Deputy Director General of the National Administration of Science and Technology Information, shared: KISTI has had a lot of cooperation, linkage and support activities with research agencies in Vietnam, especially with the National Administration of Science and Technology Information and the Institute for Scientific Information, VAST. One of the successes of this international cooperation is that the National Administration of Science and Technology Information has built, transferred, operated and exploited using V- COMPAS and the Academy is 01 of 06 units selected for testing.

Dr. Hyuck Jai Lee, Project Manager, Introduces KISTI and V - COMPAS

Within the framework of the Classroom, Dr. Hyuck Jai Lee, Project Manager, gave a brief introduction on the history of KISTI, cooperation with Vietnamese partners in the development of V-COMPAS system, overview of V-COMPAS system, basic search and analysis functions and analytical models. The trainees practiced on the V-COMPAS system with sample data provided with technical support from KISTI experts and technical assistants of Misotech Company.

In Korea, KISTI is a research and provider of scientific and technological information services with a history of development of more than 60 years. KISTI services include: Information analysis; Develop automated/intelligent analysis tools; Provide tools/systems; Policy development and research and development consulting. In 2013, KISTI successfully built the COMPAS system for information management and analysis. This is an effective support tool for Policy Development, R&D consulting.

Currently, the COMPAS system is further developed to support the decision-making process in R&D activities. This system detects and analyzes global technology activities based on information sources such as scientific articles, patent data platforms. It meets the need to set up systems that support regular analysis of information about globally competitive technologies. The system helps to solve one of the biggest difficulties faced by participants in R&D projects: regular monitoring of information, objective comparative analysis with technological, industrial and market trends; monitor and react to competing technology.

Vietnamese version COMPAS system

COMPAS integrates 10 modules useful in planning and implementing R&D. It is designed with simple, intuitive, easily accessible modules on the Web platform. COMPAS offers a wide range of analytical reports, based on information from inventions, scientific articles and commercial reports to serve the needs of users. The service is personalized by having users directly search for and assign the target technology.

COMPAS helps answer these questions: Who are the main competitors in the technology sector you are interested in? What is the current state of technology research? Which scientific organizations and businesses are conducting similar research in this field? Who cares about your technology? What are the core technologies in this area? What are the new market segments? What is the situation of patent transactions in this area?

At the Classroom, participants vigorously discussed the problems encountered when using COMPAS tools with basic and in-depth functions. This is an opportunity to help research staff of the Academy have new tools to support in the process of planning and implementing R&D.
