VIETNAM ACADEMY OF SCIENCE AND TECHNOLOGY (VAST) AND FINNISH METEOROLOGICAL INSTITUTE (FMI): Cooperation to Promote Research and Innovation for Sustainable Development
Building on over 50 years of friendly and cooperative relations between Vietnam and Finland, which include numerous activities in science and technology, VAST and FMI discussed directions to promote joint research and human resource training in the fields of meteorology, oceanography, climatology, and environmental monitoring and observation. The two sides agreed upon and signed a Memorandum of Understanding to establish a framework for implementing cooperative activities, including: conducting joint research and survey projects in meteorology, oceanography, and Earth sciences; developing and sharing models, data, and atmospheric and oceanic measurement equipment; exchanging scientists, researchers, lecturers, and students; organizing conferences, workshops, specialized courses, and science schools; applying remote sensing satellites and integrating data for forecasting and climate services; establishing and operating monitoring networks, including marine and coastal surveillance systems; and exchanging scientific information, publications, and experiences in research and technological innovation.
The five-year cooperation agreement serves as a foundation for VAST and FMI to continue developing and implementing specific projects with objectives, responsibilities, and outcomes aligned with each party’s internal procedures and the international treaties to which both countries are parties. It opens opportunities for the national research institutions of Vietnam and Finland to coordinate and complement each other in research, development, and applications in areas such as monitoring networks, data assimilation, modeling, and satellite applications.
This activity is part of implementing the “Science – Technology, Innovation, and Digital Transformation Cooperation” content outlined in the Joint Statement on the Establishment of the Strategic Partnership between Vietnam and Finland. It contributes to strengthening connections between national research institutions of Vietnam and Finland, promoting scientific and technological cooperation, and effectively supporting the innovation and sustainable development goals that both countries are committed to pursuing.


The signing ceremony of the Memorandum of Understanding between the Finnish Meteorological Institute (FMI) and Vietnam Academy of Science and Technology (VAST) took place in Helsinki, the Republic of Finland, on October 22, 2025
| Finnish Meteorological Institute (FMI) The Finnish Meteorological Institute was established in 1838 and is one of the oldest and most reputable national meteorological agencies in Europe. Its mandate includes monitoring the atmosphere, seas, and space; conducting research on meteorology, climate, air quality, and environmental physics; and providing data, warning, and forecasting services to support transportation safety, maritime and aviation operations, and environmental protection. FMI is currently an active member of the World Meteorological Organization (WMO), the European Organization for the Exploitation of Meteorological Satellites (EUMETSAT), and numerous other international research networks. With strengths in automated observation, remote sensing, and climate forecasting models, FMI is a trusted partner of many meteorological agencies, academies, and national scientific research organizations worldwide in climate change research, response, and sustainable development. |
