Within the framework of the official visit to the UK and France by Prime Minister Pham Minh Chinh, on November 3, 2021, Assoc. Prof. Dr. Chu Hoang Ha, Vice President of the Vietnam Academy of Science and Technology, signed a Letter of Intent on cooperation in the field of Earth observation satellites between the Vietnam Academy of Science and Technology, the French National Center for Space Research (CNES) and Airbus Defense & Space Group (Airbus SAS) in the witness of the Prime Ministers of the two countries; expressed the wish of the parties to strengthen cooperation in the implementation of Vietnam's Earth observation satellite projects in the coming time.

Vietnam Academy of Science and Technology successfully presided over the National Science and Technology Program on Space Technology for the period 2016-2020 and is currently being assigned by the Prime Minister to chair the next phase, 2020-2030. In the past period, Vietnam Academy of Science and Technology has closely coordinated with Airbus SAS Group to implement the VNRED Sat-1 project supported by the French Government, helping Vietnam in general and Vietnam Academy of Science and Technology in particular to actively obtain a part of remote sensing image source, serving the monitoring of natural resources, environment, natural disasters, and a number of socio-economic development tasks of the country. On the basis of existing satellite data, the Academy has participated in the Earth Observation Observatory (SCO) Project chaired by CNES, together with many major aerospace agencies in the world such as NASA and JAXA to share satellite data, contribute to forecasting and limiting the effects of climate change. Vietnam's proposal for data on the Mekong Delta region (VietSCO) has been selected for implementation in Southeast Asia. This Letter of Intent will be the basis for the parties to conduct research and training, effectively exploit the VNREDSat project and cooperate in researching climate change-related issues within the framework of the Important Observatory project. Earth observation, contributing to completing the assigned tasks in the National Science and Technology Program on Space Technology 2020-2030, as well as the "Strategy for development and application of space science and technology until 2030" of the country.

Assoc. Prof. Dr. Chu Hoang Ha, Vice President of Vietnam Academy of Science and Technology, Dr. Philippe Baptiste, CEO of CNES; and Mr. Stephane Vesval, Vice President in charge of Airbus SAS sign the Letter of Intent on cooperation under the witness of the Prime Ministers of Vietnam and France

Vietnam Academy of Science and Technology also discussed with the French National Center for Scientific Research (CNRS) to develop the content of "Cooperation Agreement" and "Letter of Intent to cooperate in the field of Mathematics" between the two countries, preparing for activities towards the 40th anniversary of cooperation between two national research units of Vietnam and France.

The delegation from Vietnam Academy of Science and Technology, including Assoc. Prof. Dr. Chu Hoang Ha, Vice President, and Dr. Le Quynh Lien, Head of the International Cooperation Department, also joined the Vietnamese delegation led by Vietnamese Prime Minister Pham Minh Chinh to attend the 26th United Nations Conference on Climate Change (COP26) from November 1-2, 2021; to learn about information and activities to assess and mitigate the impacts of climate change of international organizations such as Global Environment Facility (GEF), World Health Organization (WHO), and other developed countries like the US, the UK and Germany or other developing countries like Brazil and Indonesia. Regarding COP26,  Vietnam Academy of Science and Technology participated in the online event "OneOceanScience" organized by French National Institute of Marine Science (Ifremer), French National Research Center (CNRS), French Institute for Research for Development (IRD), and 40 marine research organizations around the world to introduce to the public research activities on the sea and ocean environmental pollution and climate change, in order to contribute to improving understanding and increasing public awareness about the role of marine science in relation to climate change. “OneOceanScience” has been screened on online platforms since October 25, 2021 and has been selected as the opening event for “Ocean Action Day” within the framework of COP26 on November 5, 2021.

The content of the topic "Science Ocean Matters" in the Vietnamese language and the video clip of the Vietnam Academy of Science and Technology is shared on the project website and online platforms
