Vietnam Academy of Science and Technology Represents Vietnam at the Meeting of the Finance Committee, the Committee of Plenipotentiary Representatives and the 70th Anniversary Celebration of the Joint Institute for Nuclear Research (JINR)

From March 24–26, 2026, the Vietnamese delegation led by Prof. Dr. Tran Tuan Anh – Vice President of Vietnam Academy of Science and Technology (VAST), Plenipotentiary Representative of the Government of Vietnam to the Joint Institute for Nuclear Research (JINR) – attended the meeting of the Finance Committee, the meeting of the Committee of Plenipotentiary Representatives of the member states, and the 70th anniversary of JINR in Dubna, Russian Federation. The delegation also included leaders of the Department of International Cooperation and relevant staff members.

Overview of the meeting of the Committee of Plenipotentiary Representatives of the JINR member states

The meetings of the Finance Committee and the Committee of Plenipotentiary Representatives are important annual events of JINR, held at the end of March each year. At this year’s meeting, delegates approved updates to the JINR Statute and the establishment of a new working group, while highly appreciating Vietnam’s active participation in cooperative activities with JINR. The meeting also elected and approved the Deputy Directors of the Institute, the Scientific Secretary General, the Chief Engineer, and several new members of the Scientific Council.

Reports presented at the meeting highlighted major research activities of JINR, including the NICA accelerator project, research on new elements, the Baikal-GVD neutrino telescope, and the “Govorun” supercomputer. The joint laboratory project between JINR and Vietnam was recognized as one of the Institute’s exemplary international cooperation initiatives for the 2025–2026 period. The Council also approved the 2026 budget and planned to hold the next meeting in November 2026 in Ulaanbaatar, Mongolia.

On the morning of March 26, 2026, Prof. Dr. Tran Tuan Anh held a working session with Prof.Acad. Boris Sharkov – Special Representative of the JINR Directorate – to discuss the implementation of the Joint Laboratory Project on Nuclear Physics Research between JINR and Vietnam. The two sides also reviewed the progress of joint scientific projects, prepared for the inauguration of the JINR Information Center in Vietnam, and discussed plans to organize activities marking the 70th anniversary of Vietnam–JINR cooperation.

In the afternoon of the same day, the delegation attended the ceremony marking the 70th anniversary of the establishment of JINR at the Dubna City Theater. Speaking at the event, Prof. Dr. Tran Tuan Anh reviewed the 70-year journey of cooperation between Vietnam and JINR, built on the foundation of mutual respect, trust, and support. He emphasized that this cooperation has made significant contributions to the development of science, particularly in the fields of theoretical physics and nuclear physics, while also helping Vietnam train many generations of highly qualified scientists.

The working visit of the Vietnamese delegation to JINR concluded successfully, reaffirming Vietnam’s commitment to actively participating in international scientific research activities and promoting cooperation between Vietnam and JINR as well as its member states.
