Overview of JINR Member States Plenipotentiary Council Session
At the Financial Session on March 24, delegates discussed the results of the implementation of the 2024 budget and approved the adjusted budget for 2025. The meeting also considered the selection of an independent auditor for JINR, updated the plan to convert the bidding information system to a new digital platform, and listened to scientific reports related to the experiment within the framework of the NICA accelerator complex.
The Plenipotentiary Session on March 25-26 is an important annual event where high-level representatives of member states assess the implementation of major research projects and scientific development strategies of JINR. The report of Prof. Acad. Tubnikov, Director of JINR, highlighted many notable achievements, including the progress of the construction and preparation for operation of NICA complex, scientific activities within the framework of cooperation with CERN (ATLAS, CMS, ALICE), the Baikal-GVD neutrino telescope project, as well as advances in the study of superheavy elements and the development of modern scientific infrastructure. Especially within the framework of this year's session, JINR held the first kick-off event of NICA Accelerator Complex with the participation of a large number of Plenipotentiary Representatives of JINR member countries, marking a milestone of great significance in the development history of JINR in particular and the international scientific community in general. NICA is a world-class "megascience" project, gathering more than 2,400 experts from more than 30 countries, including partners from CERN. The launch event not only marks the practical operation of one of the world's most advanced particle acceleration complexes, but also opens up new prospects in the study of nuclear physics, dense matter and cosmic origins.

In addition, Prof. Dr. Tran Tuan Anh had a bilateral meeting with Academician Sharkov – Special Representative of the Director of JINR on international cooperation to agree on the establishment of JINR Information Center in Vietnam, further promote research cooperation programs between Vietnamese scientific units and JINR, as well as discussing the allocation of funds for training and research tasks proposed by the Representative Plenipotentiary of Vietnam. The Vietnamese delegation also had a meeting and exchange with the community of young Vietnamese scientists studying and working at JINR. The meeting is an opportunity to listen to the sharing of young scientists, encourage the spirit of research and strengthen the connection between the young generation of Vietnamese intellectuals and major international science programs. In recent years, the Vietnamese research team at JINR has increased significantly in both quantity and quality. Currently, the group has 36 officers and is expected to increase to 45 in 2025 – the largest number ever; in 2024, 36 international articles will be published, of which more than half will be published in prestigious Q1 journals, and more than 40% of the articles will be authored by Vietnamese. Prof. Dr. Tran Tuan Anh also awarded three young researchers for outstanding contributions in JINR's international projects and high-quality publications. In recent years, young Vietnamese researchers have participated in operating accelerator equipment, conducting experiments with neutron beams and heavy ions, researching nanomaterials, and contributing to theoretical physics groups – fields that require high academic skills and backgrounds as well as implementing a number of projects in collaboration with research teams at VAST and a number of other Vietnamese research units; jointly build a solid scientific foundation in the field of nuclear physics, contributing to serving the nuclear energy development strategy that has just been restarted in Vietnam.

The visit of Vietnamese delegation to JINR affirms the strong commitment of the Vietnamese Government and scientists to actively participate in international scientific cooperation programs, contributing to the common development of basic science and advanced technology. At the same time, this is also an opportunity for Vietnam to promote its role and position in the global scientific community, especially in the field of nuclear physics and interdisciplinary sciences with high application potential.
JINR and Plenipotentiary Sessions
Joint Institute for Nuclear Research (JINR) was established under the Convention signed by 11 founding countries on March 26, 1956, as an intergovernmental scientific research organization, aiming to link the material and gray matter potentials of member countries to serve the scientific development programs of each member country. Vietnam is the 12th member state to sign the Convention on the Establishment of the Dubna Institute in 1956.
In terms of operational structure, each official member state will appoint a Plenipotentiary Representative of the country to participate in the Plenipotentiary Representative Council. The Plenipotentiary Representative Council heads JINR and has the right to decide on all matters related to the Institute's activities. Since 1982, Vietnam Academy of Science and Technology (VAST) has been assigned by the Government to be the Plenipotentiary Representative at JINR. Currently, the JINR Plenipotentiary Representative Council consisting of 16 members (representing 16 countries that are official members) meets twice a year in March – the month of establishment of JINR in Dubna and November in a member country. The Board of Directors of JINR is elected by the Board of Trustees on the principle of equality.
