At the beginning of the meeting, Mr. Dinh Van Cuong introduced to the Vietnam Academy of Science and Technology about the organizational structure of the Central Economic Committee and the results achieved after more than a year of operation. This year, the Board continues to review 30 years of renovation; supervising restructuring and innovating growth model, researching and implementing tasks to serve XII Party Congress. He emphasized that with the functions and tasks assigned by the Politburo, the Secretariat, the Central Economic Committee should coordinate with many agencies and departments, including VAST.
On behalf of the Vietnam Academy of Science and Technology, Assoc. Prof. Dr. Phan Ngoc Minh, Head of the Planning-Finance Department summarizes the situation of the Academy. Over nearly 40 years of construction and development, with the attention of the Party and the State, VAST has made strong developments in both width and depth, both in terms of potentials of facilities, research equipment and potential of highly qualified scientific staff, have made practical contributions to the industrialization and modernization of the country and actually become the leading scientific research center of the country. about natural science and technology.
However, the Academy faces many difficulties: The facilities, equipment, and laboratory are still poor compared to many countries in the region. Special operation budget is the development investment budget is too low compared to the operation demand. The number and quality of research staff is still lacking, lack of young and good cadres, leading officials, especially in key scientific and technological directions (space technology, satellite technology ...). . The actual results of research and application implementation are still few, failing to meet the requirements; effective bring to economy and society.
Recommendations to the Party, Government and line ministries, VAST have proposed some contents such as investment policies for the Academy; on specific policies; promote the advisory role of the Academy in accordance with the Master Plan for Institute development to 2020 and orientation to 2030; on policies for science and technology staff in general and on resolving the arrangement of enterprises.
Speaking at the conclusion of the meeting, Prof. Chau Van Minh would like to thank the members of the Central Economic Committee for arranging a time to visit and work with VAST. Professor and President of the Academy hope that the coordination in the work between the Academy and the Central Economic Committee will be increasingly tighter and together enhance the exchange and sharing in order to well perform the tasks Party, State delivered.
