Vietnam Academy of Science and Technology held conference to summarize work in 2022 and implement plans for 2023
2022 is the second year of implementing the Resolution of the 13th Party Congress and the Resolution of the 8th Party Congress of the VAST, also a pivotal year, of great significance, creating a foundation. to implement the VAST's operational and development plans for the 2021-2025 period. Despite being affected by the COVID-19 pandemic, all cadres, officials and scientists of the Institute with determination and high efforts have well performed the tasks assigned by the Prime Minister, the Government and other tasks set out in plan.
In 2022, VAST published a total of 2,151 scientific works, of which the number of works published in international journals was 1,629, accounting for 76% of the total number of works, an increase of more than 5% compared to 2021. The number of works in high-quality international journals was 1,294, in which, the number of publications in prestigious international journals on the list of SCIE with IF index ≥ 3 reached 37%, an increase of more than 7% compared to 2021 and especially there are some works with very high IF index. The number of VAST’s publications in international journals in the list of Q1 according to Scimago's classification reached 35.8% and from Q2 and above reached 71%, up 5% compared to 2021.
2022 is also the first year VAST organized to select and evaluate the best published scientific works of the year for the following research fields: Mathematics - Information Technology, Mechanics - Physics - Technology Space Technology, Materials Science, Marine Science, Environment - Energy.
In addition, VAST has continued to perform well the science and technology programs assigned by the Prime Minister such as: Physics Development Program to 2025, Mathematics Program, Basic Research Development Program in the field of Chemistry, Life Science, Earth Science and Marine Science for the period 2017-2025, Digital Transformation Program and 4.0 Technology Program. In addition, the two International Physics Centers and the International Center for Mathematical Research and Training under the auspices of UNESCO have promoted strengths in basic research in the field of Mathematics and Physics.

In basic investigation activities, VAST has continued to carry out basic investigation activities, assess the country's natural resources, and coordinated with relevant ministries and branches to develop appropriate mechanisms to implementing the tasks of the Key Program on basic investigation of resources and environment of sea and islands by 2030 approved by the Prime Minister in Decision 28/QD-TTg.
Research and application of technology has continued to be promoted. In 2022, VAST was granted 54 Patents for invention and utility solutions. VAST has been selected as the focal point in Vietnam for the Royal Academy of Technology's Global LiF 2023 Program on training to commercialize scientific research results. Additionally, in 2022, VAST has implemented 57 cooperation tasks with ministries, branches and localities. The research results were applicable and have been transferred to localities and production facilities, attracting significant financial investment. In addition, units under VAST have implemented 1683 Science and Technology contracts in 2022.
Regarding international cooperation, in 2022, VAST has enhanced exchanges and works with international scientific delegations; has implemented negotiation activities, signed cooperation agreements with international partners, implemented international cooperation projects and tasks; actively cooperated with ministries and branches in external activities; actively exchanged and negotiated with relevant agencies at home and abroad to promote the implementation of tasks assigned by the Government. VAST organized 02 working delegations in Russia and Laos to discuss and sign cooperation agreements with partners in the two countries, and signed 09 new cooperation documents with traditional partners. The affiliated units have carried out 60 business trips abroad to exchange science, attend conferences, seminars, have organized 19 international seminars and classes at unit level by online and in person; and signed 22 unit-level agreements on cooperation in scientific research and training.
In 2022, 12/12 specialized scientific journals of VAST have been published 100% in English according to the set schedule. Journal of Science and Technology will also officially be included in Scopus's scientific journal list at the end of December this year, bringing a total of 6/12 journals in the prestigious list in the world. The Publishing House of Natural Science and Technology was also honored to receive 02 books awarded 5th National Book Awards.
The Information Technology system serving VAST’s activities has been effectively promoted. The Academy has upgraded cloud storage systems for storing and sharing digital data. Units at 18 Hoang Quoc Viet are connected to the Vast Campus network and have access to high-speed and stable Internet to help scientists quickly access and look up scientific information on the Internet.
In undergraduate and graduate training: Graduate University of Science and Technology, Hanoi University of Science and Technology and the Institute of Mathematics have organized many enrollments for graduate students and graduate students in 2022. VAST’s training institutions also always innovate programs and forms of training, teaching and promoting international cooperation in order to expand joint training partners as well as attract domestic and international students to exchange and practice.
During the 2 years of implementing the Program to attract young scientists with good qualifications to work at VAST, VAST has selected and attracted 22 young doctors with good qualifications to work at various subordinate units. In addition, VAST has continued to promote the implementation of the Support for Young Scientist Program in order to train and develop a source of young and highly qualified cadres at VAST. In 2022, VAST has supported 81 young staff including 42 doctors, 31 masters and 8 engineers and bachelors.
Other scientific and technological activities in 2022 also achieved good results such as the stable and effective operation of the VNREDSat-1 system in orbit, providing remote sensing images, contributing positively to space science and technology research activities, socio-economic development, assurance of national defense and security; the operation of the network of earthquake observation stations serving earthquake and tsunami warning in 2022 has recorded 261 earthquakes with magnitudes ranging from 2.5 to 4.7 degrees on the moment magnitude scale in Vietnamese territory and territorial waters; actively implemented activities of the Vietnam Museum of Nature; The Center for DNA Identification has been continuing to participate well in the implementation of Project 515, gathering and identifying the remains of martyrs with insufficient information, the Center has included in the assessment of 1882 missing martyrs' remains in 7 cemeteries martyrs across the country in 2022.
Other regular activities of VAST on Organization - Personnel, Office, International Cooperation, Planning - Finance, Inspection have been put into order and achieved good results, along with the activities of the Veterans Association, Trade Union and Youth Union contribute to the overall achievements of VAST.
Speaking at the conference, Minister of Science and Technology Huynh Thanh Dat congratulated the VAST's achievements in 2022 as well as in the 2020-2022 period. Despite being affected by the COVID-19 pandemic, VAST still made many important achievements in science and technology activities. Many scientific research tasks have been successfully implemented, spanning scientific fields from specialized to multidisciplinary, from basic science to technology development and application; research and development results of high quality, widely applied in practice.
With its role and position as a leading center of science, technology and innovation in the country, the Ministry of Science and Technology expects VAST to cooperate and implement a number of key tasks on: research and propose mechanisms and policies; implementing national science and technology tasks; basic science development; scientific and technological organization development; technology application and development; continue to improve the quality of training and scientific research in training institutions, promote the model of cooperation between Schools and Academy.
With the results achieved in 2022, many VAST collectives and individuals have been granted awards by the Government for their outstanding achievements in scientific research and technology deployment activities. Specifically: First-class Labor Medal for 01 collective; Emulation flag of the Government for 01 collective; Certificate of Merit from the Prime Minister for 01 collective and Second-class Labor Medal for 01 individual; Third-class Labor Medal for 02 individuals. VAST awarded Certificates of Merit from VAST President to 05 collectives and 06 individuals, and awarded medals to 40 individuals.
In order to honor the units, collectives and individuals with outstanding achievements in the work in 2022, VAST Leadership awarded the title of Emulation Flag of VAST to 08 units; VAST Emulation Fighter against 06 individuals; Excellent Labor Collective title for 27 units and 25 collectives (rooms and equivalent); Certificate of Merit from VAST President for 07 units, 03 collectives (rooms and equivalent) and 09 individuals; and Commendation for unexpected outstanding achievements for 01 collective.
