Vietnam Academy of Science and Technology delegation pays working visit to Cao Bang Provincial Department of Science and Technology

On October 28, 2022, the delegation of the Vietnam Academy of Science and Technology (VAST) visited and worked at the Department of Science and Technology of Cao Bang province. On the side of the VAST, Assoc. Prof. Dr. Phan Tien Dung, Head of Technology Application and Deployment Department, and leaders of the Institute of Materials Science, Institute of Geology, Institue of Science and Technology, attended the meeting. On the side of Cao Bang Department of Science and Technology, Mr. Be Dang Khoa, Director of Provincial Department of Science and Technology, together with leaders of the Office of the People's Committee, Provincial Department of Home Affairs, and specialized departments, participated in the meeting to discuss specific cooperation directions with the VAST.

In his opening speech, Mr. Be Dang Khoa highly appreciated the enthusiastic support of VAST for science and technology activities of Cao Bang province in general and Cao Bang Department of Science and Technology in particular. Through the cooperation tasks that have been implemented over the past 20 years, up to now, the locality and the VAST have had a relatively close and stable cooperation. The implemented cooperation projects have had good results, bringing socio-economic benefits to the locality, and are well received by the people's high applicability in production practice. Therefore, he expressed his hope that, after the meeting, the two sides could proceed to propose to the leaders of the parties a Memorandum of Understanding on Cooperation Agreement to enhance coordination of scientific and technological activities, and improve the application implementation efficiency between the VAST and Cao Bang province in a comprehensive way, especially in building and implementing orientations for development of science, technology and innovation, and realizing policy decisions stated in Resolution No. 06-NQ/TU dated November 3, 2021 of the Executive Committee of the Provincial Party Committee Term XIX on the development of science, technology and innovation in Cao Bang province in the period of 2021-2025, orientation towards 2030.

Noting the results achieved during the cooperation between the two sides over the past time, Assoc. Prof. Dr. Phan Tien Dung, Head of Technology Application and Deployment Department, Head of the delegation of the VAST, affirmed that VAST will always accompany the development of science, technology and innovation of the locality. Based on the cooperation that has been implemented in the past as well as the present, Assoc. Prof. Dr. Dung believes that it is possible to launch a master program, taking advantage of the multi-disciplinary research advantages of the VAST to solve difficulties and problems, helping Cao Bang's science and technology field promote its internal resources, develop strengths, both exploiting its inherent potential, and preserving heritage values and unique cultural values which has been recognized nationally and internationally.

The working session took place effectively with presentations from both sides to clarify the characteristics, needs and actual situation of Cao Bang, advise and propose solutions for important contents contributing to the improvement of Cao Bang's local scientific capacity in all aspects (human resources, technology and effective cooperation methods between the two sides). At the end of the meeting, the two sides came to an agreement on a draft of the Memorandum of Understanding between the VAST and the People's Committee of Cao Bang province. After the parties finalize the content, the Memorandum of Understanding is expected to be submitted to the VAST President and the Chairperson of the Cao Bang People’s Committee to ask for the cooperation policy and realize the tasks ordered by the province.
