The 3rd VAST – MTC Bilateral Meeting in Vientiane, Lao PDR
Within the framework of the meeting, VAST and MTC jointly updated the implementation of the cooperation contents, the draft proposal for the development of the Project "Building a Data and Communication Center for Natural Disasters (Earthquakes) for the Lao People's Democratic Republic"; "Building the National Center for Data Storage and Cloud Computing in the Lao People's Democratic Republic" has been recognized by the two Governments in the Minutes of the 46th Session of the Intergovernmental Committee on Vietnam-Laos Bilateral Cooperation in 2024. In recent years, the Institute of Geophysics, VAST – the unit in charge of the National Center for Earthquake Information and Tsunami Warning and the Institute for Intelligent Applied Research, MTC (ARIST) have coordinated to build a joint laboratory "Earthquake data and communication" at MTC. In addition to supporting basic equipment, VAST organized a Laboratory Operation Training Course and shared experience in baseline data analysis for 15 ARIST staff. The opening ceremony of the joint laboratory and the awarding of the certificate of completion of the training course after the 3rd VAST-MTC bilateral meeting is the premise for the development of the Project "Building a Data and Communication Center on Natural Disasters (Earthquakes) for the Lao People's Democratic Republic", which is a testament to the commitment of VAST and MTC in effectively implementing the content of the 46th Session of the People's Republic of Laos Vietnam – Laos. At the 3rd Meeting, the Institute of Information Technology, VAST signed a Cooperation Agreement with the Institute of Intelligent Application Research, MTC to create a legal basis for launching cooperation activities on big data and cloud computing. In addition, VAST and MTC also discussed and agreed to continue cooperation in developing human resources and strengthening professional capacity in the field of technology and innovation; experience in digital technology development. Prof. Acad. Chau Van Minh, Chairman of VAST and Prof. Acad. Boviengkham Vongdara, Minister of MTC, agreed to pay attention to exchanging and organizing the highly effective implementation of the contents agreed in this sSession and directed the affiliated units to connect, promote and implement practical cooperation activities and continue to summarize, evaluate and orient key cooperation plans in the coming time in the Course the 4th meeting in 2025 in Vietnam.

Also within the framework of the Bilateral Meeting, Graduate University of Science and Technology, VAST awarded the Certificate of "Honorary Professor" to Minister Boviengkham Vongdara, Member of the Executive Committee of the Lao People's Revolutionary Party, Chairman of the Laos-Vietnam Friendship Association in recognition of his great contributions in promoting cooperation in scientific and technological cooperation activities as well as personnel training,. science and technology management between VAST and the former Lao Ministry of Science and Technology and the current Lao Ministry of Technology and Communications; as well as efforts to preserve and promote the comprehensive cooperation and special solidarity between Laos and Vietnam.

During his visit to Lao PDR, Prof. Acad. Chau Van Minh and the VAST delegation worked with the Ministry of Industry and Trade of Laos (MOIC), discussed with Mr. Malaithong Kommasith, Minister of MOIC and MOIC's affiliated units the potential for cooperation in implementing scientific basis assessment projects, towards technology transfer in the fields of science and technology for life and socio-economic development of Vietnam and Laos; especially in the areas of VAST's strengths such as food safety, pharmaceutical chemicals, biotechnology, renewable energy, and digital transformation, VAST, MTC and MOIC updated the implementation of cooperation activities during the meeting with the Ministry of Planning and Investment of Laos, the unit in charge of activities of the Lao Subdivision at the Laos-Vietnam Intergovernmental Committee, demonstrating the efforts of the units in contributing to the effective implementation of the exchange content of the Vietnam-Laos Intergovernmental Committee.

On behalf of Vietnam Academy of Science and Technology, Prof. Acad. Chau Van Minh reported the results of the 3rd VAST-MTC Bilateral Meeting to the Prime Minister of the Lao People's Democratic Republic, Mr. Sonexay Siphandone; the implementation of recent cooperation activities between VAST and MTC, especially the opening and operation of the Joint Laboratory for Earthquake Data and Communication, the basis for the construction of the Project of Data and Communication Center for Natural Disasters (Earthquakes) for the Lao People's Republic; as well as the proposal to cooperate with the Ministry of Industry and Trade of Laos and the exchange with the Ministry of Planning and Investment of Laos, demonstrating VAST's efforts in effectively implementing the contents of scientific cooperation and training that have been supported by the two Governments in recent UBLCP meetings.
