Vietnam Academy of Science and Technology attends second session of National Committee on Digital Transformation

On April 27, 2022, the National Committee on Digital Transformation held its second meeting under the chairmanship of Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation. The session is connected online to the bridge points of the provinces and cities throughout the country. At the bridge point of Vietnam Academy of Science and Technology (VAST), Assoc. Prof. Dr. Tran Tuan Anh, Standing Deputy Head of the VAST’s Steering Committee for Digital Government, and members of the Steering Committee attended the meeting.

According to a report on the implementation of digital transformation in the first quarter of 2022 by the Ministry of Information and Communications,  the standing agency of the National Committee on Digital Transformation, up to now, 100% of ministries, branches and localities have established Steering Committees for Digital Transformation. As for network safety and security, in the first quarter of 2022, the National Cybersecurity Monitoring Center under the Ministry of Information and Communications has recorded, warned and guided to handle 3,678 cyberattacks causing problems to information systems in Vietnam.

Up to now, the national data sharing and integration platform continues to be developed and effectively exploited to serve the increasing demand for data connection and sharing among state agencies. The rate of eligible public services provided online at level 4 is 97.3% (accounting for 52.33% of the total administrative procedures); 42/63 provinces and centrally-run cities have officially opened the IOC (Intelligent Monitoring and Operation Center); and 38/63 provinces and cities directly under the central government have deployed the field reflection service to help improve the efficiency of interaction between people and the government. It is estimated that the total digital economic revenue in the first quarter of 2022 is about 53 billion USD, contributing about 10.2% of GDP.

At the meeting, delegates focused on evaluating tasks implemented over the past time, the achieved results, difficulties and obstacles in the implementation process, and at the same time proposed solutions to speed up the implementation process for national digital transformation in the near future.

Concluding the conference, Prime Minister Pham Minh Chinh stated that the Document of the 13th National Party Congress identified the national digital transformation as a very important task, associated with three main pillars, including the digital government, the digital economy and digital society. Therefore, the Party, State, Government and Prime Minister pay special attention to digital transformation, towards digital government, digital economy, digital society and digital citizens. This is also an area that people and the business community are very interested in.

For the tasks of the second quarter of 2022, Prime Minister Pham Minh Chinh requested the ministries, branches and localities to urgently and drastically organize the implementation of the tasks assigned in the National Digital Transformation Program, the National Strategy for Digital Government Development, the National Strategy for Digital Economy and Digital Society Development, and the plan of the National Committee for Digital Transformation in 2022.

Regarding a number of key tasks, the Prime Minister requested the Ministry of Information and Communications to soon set up an assisting department of the Committee; Complete the assessment and officially announcing the list of digital platforms that meet the requirements for digital transformation, digital government development, digital economy and digital society; Coordinate with the Ministry of Planning and Investment in completing the implementation of the system for statistics and monitoring of public investment projects for digital transformation, digital government development, digital economy and digital society; Coordinate with the Ho Chi Minh Communist Youth Union and related agencies to study the implementation of the community digital technology group; Coordinate with ministries, branches and localities to provide training courses on digital transformation for cadres, civil servants and public employees in state agencies, and; Improve the quality of specialized information technology human resources.

In addition, the Prime Minister assigned the Ministry of Public Security to expeditiously finalize the draft Decree on personal data protection, submit it to competent authorities for consideration, promulgation, and assume the prime responsibility for, and coordinate with relevant ministries and agencies in, completing the implementation of the draft Decree on electronic identification and authentication, and submit it to the Government for promulgation; assign the Government Office to gather, inspect and monitor the implementation of the Committee's common programs; assign the Ministry of Health, the Ministry of Education and Training to be willing to accept payment of hospital fees and tuition fees by non-cash payment method; assign the Ministry of Industry and Trade to coordinate with the Ministry of Information and Communications and localities in promoting e-commerce and digital commerce; and assign the Ministry of Agriculture and Rural Development to build a database so that farmers can exploit it in farming, planting and using land effectively, with a market and linkage.
