Vietnam Academy of Science and Technology and Belarusian National Academy of Sciences discuss implementation of Cooperation Agreement for 2024-2028
Prof. Acad. Chau Van Minh, President of VAST, had a social reception with the NASB Delegation and exchanged working directions. Subsequently, the NASB and VAST delegation conducted a detailed discussion on the cooperation contents under the chairmanship of Prof. Acad. Le Truong Giang, Vice President of VAST.
At the social reception with Prof. Acad. Chau Van Minh, President of VAST; Acad. Chizhik Sergey Antonovich, First Vice President and Head of NASB, affirmed that the traditional friendship and cooperation between the two countries is the foundation for VAST and NASB to implement durable cooperation over the past time. The two sides assessed that the Cooperation Roadmap for 2023-2025 has obtained many positive results in the effective implementation of bilateral cooperation projects with many research contents from basic sciences such as biodiversity, isolation of new natural compounds, theoretical physics, mechanics or technologies such as nanomaterials, gene technology, bringing rich results in international publication, technology development and training. NASB proposed that the two sides create a scientific or business base located in Vietnam to support the development of cooperation. NASB has a national university and wants Vietnamese students and PhD students to train here and also has Master's and Doctoral training activities. In order to affirm the traditional partnership, NASB has prepared 35 proposals for the implementation of cooperation projects, which will be discussed in detail at VAST's units during this visit. After discussion, the parties are expected to select proposals of mutual interest and include them in the NASB and VAST Institutional Development Cooperation Roadmap for the period 2024-2028.

President Chau Van Minh said that based on the traditional partnership between Vietnam and the former Soviet Union, especially the cooperation in science, technology and education and training between VAST and the Soviet republics and between the two National Academies of Vietnam and Belarus, the cooperation between VAST and NASB has a lot of potential to continue to grow strongly, commensurate with the diplomatic relations between the two countries. VAST agreed that in the new period, the two sides will promote cooperation activities such as strengthening bilateral cooperation projects, especially activities in the VAST-NASB Cooperation Roadmap for the 2024-2028 period; develop more mixed research laboratories; exchange students, lecturers and researchers between the two sides and expand the contents of cooperation in scientific research and development of new technologies.

Within the framework of the meeting with affiliated units led by Vice President Prof. Acad. Le Truong Giang presided over the VAST side, First Vice President Prof. Acad. Chizhik Sergey Antonovich introduced the latest achievements in basic research and application of NASB to VAST, including many high-tech scientific fields such as earth observation satellite technology, next-generation vaccine production technology, new material technology, pharmaceutical chemical technology. These are also the research directions that Prof. Acad. Chau Van Minh, President of VAST and Prof. Acad. Gusakov, President of NASB, asked research units affiliated to the two academies to exchange and include proposals in the VAST-NASB Cooperation Roadmap.

Agreeing on a number of cooperation orientations in the coming time, Vice President Le Truong Giang emphasized that the number of bilateral cooperation projects with Belarus is accounting for the largest proportion compared to other partners of VAST. The issue of establishing a joint research laboratory, linking research cooperation between the two sides and exchanging students and students are of interest to the two academies. VAST proposes that the two sides organize seminars, scientific conferences, and even online conferences so that scientists have the opportunity to meet and exchange regularly to help increase proposal ideas and strengthen annual approval tasks. Regarding the Roadmap for cooperation with VAST for the 2024-2028 period, VAST supports the policy of continuing to implement cooperation and discuss between units on specific cooperation content and proposals. The majority of VAST entities agree with the proposal made by the NASB. Regarding training cooperation and participation in NASB Councils, in September 2024, VAST signed a Cooperation Agreement with the National University of Belarus; Graduate University of Science and Technology has signed a Cooperation Agreement with the Belarusian University of Information Technology and Radioelectronics. Currently, VAST has three training institutions (University of Science and Technology of Hanoi, Graduate University of Science and Technology and Institute of Mathematics) that can coordinate with NASB to provide undergraduate and postgraduate training in many fields of natural sciences and technology, and at the same time study the issue of dual degree training cooperation. VAST currently has a large team of experts, with potential for joining the NASB Scientific Council.

After the discussion, VAST-NASB highly appreciated the cooperation between the two academies and agreed on projects to be included in the Roadmap for the signing of the new phase.
In order to learn more about VAST's activities, the NASB delegation visited its affiliated units and was introduced to the organizational structure, potential equipment, laboratories, products, scientific achievements and the latest research directions currently being implemented at the units.
