Vietnam Academy of Science and Technology Holds Working Session with AFK Sistema

AFK Sistema is currently one of the largest multi-sector investment corporations in the Russian Federation, operating under an investment fund model with a portfolio of enterprises spanning numerous key sectors of the economy, particularly telecommunications and digital technology, artificial intelligence, satellite and remote sensing technology, biomedicine and pharmaceuticals, materials, and high-tech agriculture.

At the working session, Prof. Acad. Chau Van Minh, President of Vietnam Academy of Science and Technology, emphasized that the Academy is Vietnam’s leading multidisciplinary public scientific research institution, playing a core role in fundamental research, applied research, and providing scientific advice to the Party and the State. In the new context, the Academy is gradually refining its science and technology development ecosystem, in which fundamental research serves as the foundation, technology development research as the driving force, enterprise cooperation as the implementation stage, and human resource training as the factor ensuring sustainability. The President of the Academy also shared about the more than 50-year tradition of cooperation between Vietnam Academy of Science and Technology and the Russian Academy of Sciences, considering it a scientific foundation for expanding cooperation with major technology corporations of the Russian Federation, and expressed his pleasure that Prof. Acad. Gennady Krasnikov, President of the Russian Academy of Sciences, had introduced AFK Sistema for joint research development.

Mr. Vladimir Petrovich Yevtushenkov, Founder and Chairman of the Board of Directors of the Group, stated that throughout more than 30 years of development, the Group has identified research and development (R&D) as a core strength to create competitive advantages in Russia and globally; promoting the comprehensive value of science when connected with enterprises and the market, thereby generating socio-economic benefits. Chairman Vladimir Petrovich Yevtushenkov highly appreciated the scientific organizational model of the Vietnam Academy of Science and Technology - an ecosystem integrating research, training, and deployment - and considered this an important common ground for both sides to jointly build long-term cooperation programs.

Both sides shared the view that science and technology cooperation in the new phase needs to move beyond the framework of academic exchange toward co-development and co-deployment of technologies, in which each side leverages its respective strengths: the Academy with its research and training capacity, and AFK Sistema with its experience in organization and large-scale industrial implementation. The President of the Academy and the Chairman of AFK Sistema agreed in principle to establish representative offices at each side to promote substantive cooperation.

On this basis, Prof. Dr. Tran Hong Thai, Standing Vice President of the Academy, elaborated on the areas requiring early and specific implementation, emphasizing that the Academy will not only coordinate in research but is also ready to work with partners to establish joint laboratories and interdisciplinary research groups, while connecting with enterprises and local authorities to pilot, apply, and scale up jointly developed technological outcomes. The Standing Vice President also underscored the role of training and personnel exchange with research institutes and universities of the Russian Federation, considering this a key factor in ensuring the long-term and sustainable nature of the cooperation.

The working session devoted substantial time to direct discussions between the Institute of Information Technology, the Institute of Physics, the Institute of Materials Science, and the Vietnam National Space Center under Vietnam Academy of Science and Technology, and representatives of AFK Sistema; sharing ongoing research in various strategic technology fields such as materials, artificial intelligence, digital transformation, satellite technology and remote sensing, and proposing specific areas of cooperation in the coming period.

Ambassador of the Russian Federation to Vietnam Gennady Bezdetko affirmed that science and technology have always been one of the important pillars of Vietnam–Russian Federation relations. The Ambassador highly appreciated the role of the Vietnam Academy of Science and Technology in bilateral scientific cooperation, and expressed confidence that the participation of major technology corporations such as AFK Sistema would contribute to deepening Vietnam–Russia science and technology cooperation, more closely linking it with socio-economic development.

The two sides participated in the signing of a Memorandum of Understanding (MOU)

The working session concluded with the signing ceremony of a Memorandum of Understanding, affirming the commitment to continue coordinating in developing specific cooperation proposals in several strategic technology fields, serving as a basis for research, development, technology transfer, and human resource training activities in the coming period; thereby opening a new phase of cooperation between Vietnam Academy of Science and Technology and AFK Sistema in the joint development and deployment of strategic technologies, contributing to the concretization of science and technology cooperation within the framework of the Vietnam–Russian Federation Comprehensive Strategic Partnership.
