VAST works with the Ministry of Planning and Investment on the medium – term public investment plan 2012 – 2025

Overview of the meeting
In the 2016-2020 period, VAST has been assigned a total of 1,941 billion VND of domestic capital, 3,869 billion VND of foreign capital and 116 billion VND of foreign capital disbursed by the Government and Ministry of Planning and Investment according to the domestic financial mechanism. In addition to the 2 ODA-funded projects (the Vietnam Space Center Project and the Hanoi University of Science and Technology University Construction Project) delayed progress, most of the projects in the assigned plan list have been completed and put into use on schedule, achieved the set goals. 24/31 projects have been completed and put into use, such as: Research facilities of Institute of Space Technology and Marine Biochemistry, Dioxin Laboratory; Investing in upgrading the Center for DNA assessment of martyrs' remains that lacks information; Research facilities Institute of Chemical Technology; Research facilities of Southern Institute of Ecology; To build a zone for tame and marine life conservation and display the specimens of Hoang Sa - Truong Sa; Completed and put into use a system of 30 seismic stations serving earthquake and tsunami warning; Complete a system of decoding equipment system for the human genome and endemic organisms of Vietnam, ...
Regarding the development of the medium-term investment plan for the period 2021-2025, VAST strives to have an important and qualitative breakthrough in research, development, application, and transfer science and technology, building a contingent of highly qualified managers and scientists, turning the Institute into a science and technology center in the leading group of countries in the region, making a worthy contribution to the industrial cause. industrialization, modernization and international integration of the country by 2025. All of the Institute's key research directions have strong developments, some strong fields such as Mathematics, Physics, Biology, Chemistry have advanced regional and international standards.
VAST is expected to submit to the Government for approval the project "Planning for the development of the Institute for the period 2021-2030, vision 2040" and the project "Renew the mechanism to improve the effectiveness of the Institute's operation". This is an important project to propose reforming mechanisms and improving the performance of VAST in accordance with the movement trend of the 4th industrialization in order to make a more worthy contribution to the industrialization, modernization and sustainable development of the country. In which, the Institute wishes to continue to be given priority to invest in key laboratories, meeting international standards in accordance with the spearhead directions of the 4th Industrial Revolution; To continue implementing major projects and tasks assigned by the Prime Minister; Develop a number of new key projects to submit to the Government for consideration and approval.
In the framework of the meeting, the delegates exchanged and raised outstanding results, management experience as well as difficulties and problems in the process of implementing investment projects. Some problems when implementing projects with foreign capital; documents on loan and loan agreements are complicated; The administrative procedures, construction permits in each locality are different and the impact of the disease on the implementation of material supply contracts has influenced the progress of some projects.

Speaking at the meeting, Minister Nguyen Chi Dung highly appreciated the achievements of the Vietnam Academy of Science and Technology, as well as the Institute's initiative in building development plans for the period 2021-2025. At the same time, he emphasized that in the development process of countries in the world in general and Vietnam in particular, the scientific and technological force has always been the pioneer and has made a great contribution. The driving force for Vietnam’s development in the coming period is science and technology based on innovation and human resources. We need to make big decisions to break through, take action to take advantage of, achieve the goal of industrialization and modernization, not falling into the middle income trap. Minister Nguyen Chi Dung supports the proposals of VAST, especially the idea to build key laboratories with international standards in the period 2021-2025 to perform major science and technology tasks in the context of Industrial Revolution 4.0.
The Ministry of Planning and Investment will continue to work closely with VAST to implement medium-term investment projects, achieving many results of scientific value and practical value in basic research. basic investigation of natural resources and environment, in technology research and development, in the application of research results to production and life, security and defense, environmental protection, and the development of VAST and the scientific and technological background of the country.
On the occasion of the visit and working session with VAST, the delegation of the Ministry of Planning and Investment visited the DNA assessment center of martyrs, Institute of Biotechnology at Co Nhue experimental area.
