Being a full member of CEOS in 2013, the Vietnam Academy of Science and Technology (VAST) sent Mr. Vu Anh Tuan, Vice Director of the National Centre of Satellite to represent the academy at the 29th CEOS plenary session. The session attracted the participation of over 100 delegates from all over the world. During the session, delegates focused on discussing the contributions from CEOS organizations over the past time, CEOS commitments as part of the activities of the United Nations (UN), including the 21st Conference of the Parties to the UN Framework Convention on Climate Change (COP 21), and UN 2030 Agenda for Sustainable Development.

One of the important contents of the plenary session was to adopt the Kyoto Declaration which emphasises the commitment to use the earth observation satellite system to serve the needs of the world from the UN organizations such as the United Nations Framework Convention on Climate Change (UNFCCC), the United Nations Office for Disaster Risk Reduction (UNISDR), Intergovernmental Group on Earth observations (GEO), the World Meteorological Organization(WMO), the Food and Agriculture Organization (FAO), in order to mitigate natural disasters, boost sustainable development, and proactive response to new challenges to ensure the earth observation from space will serve as one of the important measures.

During the plenary session, delegates considered the admission of new members, including Angkasar (the Malaysian National Space Agency), AGEOS (the Gabonese National Space Agency), the Australian Bureau of Meteorology, and AEM (Mexican Space Agency).
