University of Science and Technology of Hanoi has two rectors for the first time
The overview of the ceremony
At the ceremony, Prof. Acad. Chau Van Minh, PCC member, Secretary of VAST Party Committee and President of VAST - the governing body of USTH, awarded the decision of recognizing and appointing the key leadership position of the university. Specifically, Prof. Dr. Phan Ngoc Minh, Vice President of VAST, is recognized as President of the USTH Council; Prof. Etienne Saur was appointed as Principal the University. This is the first time USTH has the participation of the two rectors: the French Principal and the Vietnamese one.

USTH is an international public university established under the intergovernmental agreement between Vietnam and France in 2009. Over 10 years of construction and development, with strong support from the two governments, VAST and the Union of over 40 prestigious French universities and institutes, the university has made many important training and research achievements, becoming a symbol of a united relationship between Vietnam and France in education and research.
The university's high quality training programs, which inherit and promote the quintessence of French science and technology, are recognized and appreciated by the international academic community, giving students many opportunities to exchange and study in foreign countries. Their career prospects are open on the Vietnamese and world labor markets. For two consecutive years, the university has been ranked in the top ten Vietnamese universities and institutes leading in the number of high quality international research projects.
The appointment of talented, enthusiastic and experienced leaders from Vietnam and France to key leadership positions of the university demonstrated the determination to build USTH into an international-level excellent university model of the two government as in the intergovernmental agreement on the university development in the 2019-2023 period signed in November, 2018.
Accordingly, the two sides pledged to enhance close cooperation to develop and enhance USTH's training and research activities. Specifically, in terms of training, the French side affirmed that it would participate more in the construction, teaching, pedagogical support, and evaluation of university-level programs. In particular, the two sides will begin to deploy the French - Vietnamese double degree for this level. In addition, the French side will maintain the granting of Vietnamese and French double degrees for Master's degree programs, and at the same time enhance the exchange of students, lecturers and researchers between French higher education institutions and institutes and USTH. Regarding scientific research, the two sides agreed to build, invest and strongly develop joint international joint laboratories.
