Overview of the Conference
Attending the conference were comrade Ha Quy Quynh – Member of the Standing Committee of the Party Committee, Head of the Organisation – Personnel and Inspection Committee; leaders of subordinate units; leaders of the General Administration Division; officials in charge of organisation, personnel, citizen reception, settlement of complaints and denunciations, and prevention of corruption and misconduct at affiliated units and the Office Bloc; together with leaders and specialists from the Organisation – Personnel and Inspection Committee.
In implementing Decree No. 38/2025/ND-CP dated February 26, 2025, of the Government stipulating the functions, tasks, powers and organisational structure of the Academy, and updating Party and State regulations, the Academy has revised, supplemented and promulgated numerous regulations, rules and guiding documents on organisation, personnel, inspection, prevention of corruption, waste and misconduct, in order to effectively implement Party policies and State law following the merger, consolidation and restructuring of Vietnam Academy of Science and Technology.
The training conference successfully achieved its set goals and content. Participants were provided with information, guidance and updates on regulations concerning: organisation and personnel; evaluation and reassessment of collectives and public employees; emulation and commendation; implementation of regimes and policies under Decree 154/2025/ND-CP dated June 15, 2025, Decree 178/2024/ND-CP dated December 31, 2024, and Decree 67/2025/ND-CP dated March 15, 2025; training and professional development of public employees; management of personnel records; database management of personnel files; dissemination of regulations on promotion of public employees in the science and technology sector; asset declaration, explanation of sources of assets and additional income; and procedures for receiving, classifying and handling petitions in accordance with the law. Numerous practical issues arising in the course of implementation were exchanged, discussed and clarified by speakers and participants, helping to remove obstacles and improve the effectiveness of management, thereby supporting the Academy’s missions of scientific research, technological development and training of high-quality human resources. The conference was also an opportunity for officials to exchange and learn from one another’s experiences, improving management across units, thereby contributing to the fulfilment of political tasks of the units and of the Academy as a whole.
