Prof. Duong Ngoc Hai, Deputy Head of the VAST Party Committee and VAST Vice President and representatives from functional departments and research institutes under VAST attended the conference. In addition, the conference welcomed scientists and managers from the Party Central Committee Commission for Popularization and Education, the Ministry of Science and Technology, the Ministry of Agriculture and Rural Development, and the Ministry of Industry and Trade.

“The project on the development of hi-tech applied agriculture until 2020” (Project 176) was officially adopted by the Prime Minister in accordance to Decision 176/QD-TTg dated 29th January 2010. The project aims to contribute to building a comprehensively developed agriculture with modern and large-scale commodity production of good quality, , efficiently produced with a high competitiveness, reaching a growth of over 3.5% per year, ensuring the national food security in the short-term and long-term period. Based on the general target, the project’s development was divided into two periods: from 2010 to 2015 and from 2016 to 2020.
“The program supporting the application and transfer of scientific and technological progress to serve rural and mountainous socio-economic development in the 2011-2015 period” (Program 1831) was adopted by the Government based on Decision 1831/QD-TTg dated 1st October 2010 to specifically carry out targets and tasks set in Project 176. Accordingly, the program includes three main targets:
- Transfer and apply technological and technical progress in the production, preservation and processing to increase the productivity, quality, efficiency and competitiveness of some agricultural products on domestic and foreign markets; develop the scientific and technological market in rural areas, contributing to the elimination of poverty, creating jobs, increasing incomes and improving the living conditions for rural residents by applying scientific and technological solutions.
- Link and coordinate with national programs and other socio-economic programs to apply suitable technologies in order to learn from the application, creating factual foundation for the universalization of advanced technological solutions as a measure to increase the investment efficiency of State resources in particular and of social resources in general.
- Train farmers and local cadres to increase their ability, in order to help localities seek, select and carry out advanced technological application projects suitable for localities’ socio-economic development demands.
To realize the general target of the above project and program, VAST is carrying out “The project to apply hi-technology in agriculture” with the participation of some agencies from the Ministry of Agriculture and Rural Development to be submitted to the Ministry of Science and Technology.
The conference held on June 1st aimed to collect ideas and experiences from ministries and related agencies for the building of the project. During his opening speech, Assc. Prof. PhD. Do Truong Thien said that this was an initiative to bring break-through and hi-tech multi-sectoral sciences and technologies in agricultural development.

During the conference, delegates heard three reports from representatives of related agencies. Delegates agreed to carry out specific programs to develop hi-tech agriculture based on the direction of sustainable development, increased productivity and value by studying and applying new technologies in creating, choosing breeding and improving cultivated techniques and processing.
Delivering a closing speech, Prof. Duong Ngoc Hai, VAST Vice President affirmed that VAST was determined to build and carry out “The project to apply hi-technology in agriculture” in an efficient time frame, ,together with related agencies, realizing the target of Project 176 and Program 1831, building a comprehensively developed Vietnamese agriculture so that it is a modern sector of large-scale production of high quality and competitiveness,,ensuring the national food security.
