The 9th Congress of the Party Committee of the Vietnam Academy of Science and Technology for the 2025–2030 Term

“Building the Party Committee of Vietnam Academy of Science and Technology to be pure, strong, and comprehensively developed; improving the quality of scientific research and technological development associated with the training of high-quality human resources; bringing Vietnam Academy of Science and Technology to develop on par with advanced scientific and technological organizations in the region and in the world, making active contributions to the rapid and sustainable development of the country in the new era, the era of the nation’s rise” is the theme of the 9th Congress of the Party Committee of Vietnam Academy of Science and Technology for the 2025–2030 term, held over two days, July 28–29, 2025.

The Party Committee of Vietnam Academy of Science and Technology solemnly convened the 9th Congress of Delegates for the 2025–2030 term at Tran Dai Nghia Hall. This congress represents a particularly significant political event for the Party Committee of the Academy, aimed at reviewing five years of implementing the Resolution of the Party Congress of the 2020–2025 term, defining orientations, objectives, tasks, and solutions for the 2025–2030 term; contributing feedback to the Documents of the 14th National Party Congress and the Draft Political Report of the Government’s Party Committee Congress; electing the Party Committee for the 2025–2030 term; and selecting the delegation to attend the 1st Congress of the Government’s Party Committee for the 2025–2030 term.

The Congress was honored to receive a congratulatory flower arrangement from Comrade Pham Minh Chinh, Politburo Member, Secretary of the Government’s Party Committee, and Prime Minister, and to welcome Comrade Nguyen Chi Dung, Member of the Party Central Committee, Member of the Standing Board of the Government’s Party Committee, Deputy Prime Minister, Head of Steering Committee No. 7 of the Government’s Party Committee, who attended and delivered directives at the Congress.

Also present at the Congress were Professor and Academician Chau Van Minh, Member of the Party Central Committee, Member of the Government’s Party Committee, Secretary of the Party Committee, and President of Vietnam Academy of Science and Technology; representatives of various central-level Party bodies; members of Steering Committee No. 7 of the Government’s Party Committee; agencies under the Government’s Party Committee; former leaders of the Party Committee and the administration of the Vietnam Academy of Science and Technology; as well as journalists from news and media agencies who attended, reported on, and disseminated information about the event. The Congress was further joined by 132 delegates — exemplary Party members embodying the intellect and collective strength of the entire Party Committee — representing nearly 1,300 Party members from 27 subordinate Party Committees and cells under the Party Committee of Vietnam Academy of Science and Technology.

During the past term, the leadership role of the Party and the work of Party building have received significant attention and emphasis. The Party Committee of Vietnam Academy of Science and Technology and its subordinate Party committees have progressively and effectively led the implementation of Resolution 18-NQ/TW dated October 25, 2017, Resolution 45-NQ/TW dated November 24, 2023, and Resolution 57-NQ/TW dated December 22, 2024; along with the resolutions of the Party Committee of the Central Agencies Bloc and the Government’s Party Committee. They have closely adhered to the Master Plan for the Development of the Academy to 2020 with an orientation toward 2030, as well as the Academy’s Development Strategy to 2030 with a vision toward 2045, approved by the Prime Minister. These have created new driving forces for advancing scientific research, applying and deploying technology, training high-quality human resources, and fostering deeper international cooperation and integration, thereby establishing a solid ideological, ethical, and aspirational foundation for the officials and Party members of the Academy’s Party Committee. With the advantage of unifying Party and administrative leadership, the effectiveness and timeliness of leadership activities have been enhanced; the roles of Party organizations have been clearly defined and strengthened; the unity and solidarity within leadership have been promoted; administrative apparatuses at all levels have been consolidated; and the political awareness, mindset, and competencies of the leadership cadre have matured in various aspects. These factors have played a decisive role in achieving success and laid a strong foundation in both position and capability for the development of the Party Committee of Vietnam Academy of Science and Technology in the years to come.

According to the political report presented at the Congress by Professor Dr. Tran Tuan Anh, Deputy Secretary of the Party Committee for the 2020–2025 term and Vice President of the Vietnam Academy of Science and Technology, the Party Committee of the Academy currently comprises 27 subordinate Party organizations, including 16 grassroots Party Committees, six grassroots Party cells, and five directly affiliated Party cells. The Party Committee of the Academy has concentrated its intellectual resources on formulating and promulgating seven significant resolutions and directives aimed at strengthening the Party’s leadership in implementing political tasks, while also conducting preliminary and final reviews of five resolutions issued by the previous Party Committee.

Basic research remains a core strength of the Academy, with many fields reaching an advanced level regionally and internationally. Notably, two international centers for Mathematics and Physics — the only two such centers in Vietnam — have been recognized and placed under the auspices of UNESCO, underscoring the Academy’s level of international integration in these disciplines. Over the past five years, the Academy has published more than 12,000 scientific works, including 8,400 international publications, marking a 73% increase compared to the previous term.

Fundamental investigations have continued to affirm their interdisciplinary and multidisciplinary standing. Vietnam Academy of Science and Technology’s fundamental investigation outputs — including databases on seas and islands, the continental shelf, national atlas sets, datasets and surveys on geology, marine studies, the environment, earthquakes, energy, biodiversity, and biologically active natural compounds — have established a robust scientific foundation for ministries, central agencies, and local authorities in formulating strategies, master plans, and socio-economic development plans.

The application of scientific research results in practice has seen significant new developments. Over the past five years, the Academy has been granted 292 intellectual property rights, including nine international patents, marking a 52% increase compared to the previous term and an average annual growth of 9%, surpassing the resolution’s target of 5% per year. The Academy not only leads but also holds a substantial share of patents and utility solutions registered by Vietnamese entities nationwide. In recognition of its achievements, the Academy received the “South and Southeast Asia Innovation Leadership Award” from Clarivate (United Kingdom) in 2021 and 2022.

The training of high-quality human resources has made remarkable strides, with strong integration between training and scientific research, leading to continuous improvement in training quality. In 2023, the University of Science and Technology of Hanoi (USTH) received institutional accreditation from the international accreditation body HCERES.

The Academy has consistently emphasized its advisory role for the Party and the State. These advisory tasks have been proactively proposed by the Academy or implemented through assignments entrusted by the Party and the State. The Academy has actively participated in and contributed to the refinement of laws and policies on the development of the science and technology market, thereby effectively supporting the implementation of the Party and State’s guidelines and policies, which have been widely acknowledged and highly appreciated.

Information, communications, and publishing efforts have been vigorously promoted, ensuring the timely dissemination of the Academy’s research outcomes, products, and activities, while achieving significant progress in journal and publishing operations. The Academy’s scientific journals have been progressively aligned with international standards.

International cooperation and integration have been consistently prioritized, yielding numerous new achievements. During the past term, the Academy has engaged in extensive and profound collaboration with national academies, research organizations, and leading universities in countries with long-standing partnerships such as the Russian Federation, the Republic of Belarus, the French Republic, Japan, and the Republic of Korea. These collaborative activities have been diverse in form, ranging from high-level delegation exchanges and expert exchanges to co-organizing and hosting international conferences and workshops, conducting joint surveys and research, and developing joint laboratories.

The development and strengthening of scientific and technological capacity have been emphasized, with continuous improvement in the quality of scientific and technological human resources to meet the demands of rapid and sustainable national development in the new phase, in accordance with the spirit of Resolution 45-NQ/TW dated November 24, 2023. The restructuring of the Academy’s organizational apparatus has been carried out toward streamlining and enhancing operational efficiency, with positions appropriately aligned, and improving the quality of officials, staff, and scientists in line with Resolution 18-NQ/TW. Cadre work has been implemented rigorously and effectively, in strict compliance with regulations, including the planning, training, evaluation, appointment, and reappointment of leaders and managers at all levels within the Academy.

Scientific, financial, and enterprise management has been conducted in compliance with regulations, while efforts to build physical infrastructure capacity have been further intensified. The Academy has focused on directing and implementing key national projects, programs, and tasks, such as the Vietnam National Space Center Project, the National Specimen Collection, and the DNA Identification of Martyrs’ Remains.

Recognizing digital transformation as a major policy of the Party and the State, an inevitable trend, and an essential driver for innovation and the enhancement of the Academy’s management and scientific research capabilities, the Party Committee of the Academy issued Resolution 159-NQ/ĐUVHL dated August 26, 2019, on “Promoting the Application of Information Technology in the Management and Administration of Vietnam Academy of Science and Technology for the 2019–2020 period, with an orientation toward 2025.” As a result, the Academy has led the nation in the Digital Transformation Index (DTI) among ministries and sectors that do not provide public services.

Regarding the orientations, objectives, targets, tasks, and solutions for the 2025–2030 term, the Party Committee of Vietnam Academy of Science and Technology has resolved to achieve the goal that, by 2030, the Academy will make significant and groundbreaking qualitative advancements in scientific research, technological development, application, deployment, and technology transfer. Several key disciplines, including Mathematics, Physics, Chemistry, Biology, Space Technology, and Materials Science, are expected to reach advanced levels regionally and internationally. The Academy will continue to build its Party organizations, agencies, units, and mass organizations into pure, strong, and comprehensively developed entities; develop a corps of leaders and managers with sufficient qualifications, competence, and prestige to meet the requirements of their duties; intensify the training of a highly skilled scientific workforce for the country; and transform the Academy into a leading science and technology center among regional nations, making worthy contributions to the country’s industrialization, modernization, and international integration. Based on these objectives, the Party Committee of the Academy has set forth six specific targets for the fulfillment of its political mission.

To achieve these objectives and targets, during the 2025–2030 period, the Party Committee of the Academy has identified key tasks and solutions. The Academy will focus on leading and directing subordinate Party organizations, officials, and Party members to strictly comply with the Political Platform, the Party Charter, the Party’s guidelines and policies, the State’s laws and policies, and the resolutions of the Government’s Party Committee. It will continue to thoroughly disseminate and effectively implement Resolutions 45, 57, 59, 66, and 68-NQ/TW, the Resolution of the 14th National Party Congress, and the Resolution of the Government’s Party Committee Congress for the 2025–2030 term.

The Academy will strengthen its capacity for scientific research and technological deployment through scientific and technological activities and international cooperation, with a particular focus on attracting high-quality human resources. It will establish and develop strong research groups involving foreign scientists and overseas Vietnamese scientists to enhance the effectiveness of research, application, and technology transfer activities.

The Academy will intensify its efforts in fundamental investigations, consulting, appraisal, and participation in major national projects and key works, proactively advising the Party and the State in developing guidelines and policies on science, technology, innovation, and high-quality human resource training. It will further strengthen its advisory role on scientific and technological issues concerning socio-economic development, particularly in high-tech fields where the Academy possesses distinct advantages. In addition, the Academy will maintain and expand its activities in application deployment, commercialization of scientific and technological products, and innovation. Close collaboration with enterprises and production facilities will be fostered to accelerate the transfer of research and technological development results into practical applications serving the people’s lives.

The development of scientific and technological research infrastructure — particularly projects for constructing new working facilities, enhancing and upgrading research equipment, and establishing laboratories, production and testing zones, as well as stations and facilities for natural resources and environmental research, especially disaster and climate change monitoring stations — has been identified as one of the key solutions. Investments will also focus on building information technology infrastructure to meet the demands of the Fourth Industrial Revolution; developing scientific and technological information systems to reach advanced regional standards; establishing a satellite imagery data center; and forming innovation centers.

Efforts will be concentrated on directing the development of major projects in groundbreaking scientific and technological fields such as space technology; biotechnology; artificial intelligence; big data; cybersecurity; new energy; the peaceful application of nuclear energy; materials science; marine science and technology, including the development of research vessels. The completion of the University of Science and Technology of Hanoi at Hoa Lac Hi-Tech Park, the Vietnam Museum of Nature, and the gradual development of a new research facility for the Academy in Quoc Oai, Hanoi, are also among the key objectives. Additionally, the Academy aims to strengthen cooperation with traditional partners through the network of Vietnam’s scientific and technological representative offices and the engagement of Vietnamese scientists living and working abroad.

In his address at the 9th Congress of the Party Committee of the Vietnam Academy of Science and Technology for the 2025–2030 term, Deputy Prime Minister Nguyen Chi Dung acknowledged the Academy’s outstanding achievements in the past term. Under the leadership of the Party Committee, the collective of officials, Party members, civil servants, and employees of the Academy has demonstrated unity and tireless effort, contributing significantly to the advancement of the nation’s science and technology sector. Specifically, the Academy has effectively implemented numerous key research projects, producing internationally published scientific outcomes of substantial value; secured nearly 310 intellectual property rights, including nine exclusive patents; emerged as a leading postgraduate training center providing high-quality human resources; and completed several important projects, including the Vietnam National Space Center and the National Specimen Collection.

At the same time, the Deputy Prime Minister highlighted several limitations: certain scientific and technological fields have not developed evenly and remain behind global trends, particularly in core and cutting-edge technologies; the transfer and application of research results remain limited; and attracting high-level human resources continues to face challenges.

In the context of the Fourth Industrial Revolution and the demand for rapid and sustainable development, Deputy Prime Minister Nguyen Chi Dung emphasized that science, technology, and innovation are a “top national policy” and requested that the Party Committee of the Academy focus on key tasks: Building a pure and strong Party organization by enhancing leadership capacity, strengthening internal unity, maintaining discipline and democracy, and giving attention to ideological work, inspection, supervision, and Party member development; Promoting scientific and technological research by investing in basic research, anticipating strategic technologies, concentrating on 11 core technological disciplines, selecting several cutting-edge fields to build an international brand, linking research with production practices, and prioritizing areas serving key economic sectors, national defense, and addressing national challenges; Developing high-quality human resources by training and fostering leading scientists and young researchers, creating mechanisms to attract and retain talented individuals, particularly overseas Vietnamese intellectuals, and establishing a professional, modern working environment to draw experts both domestically and internationally; Investing in modern infrastructure by establishing internationally standardized laboratories and key research centers and proactively proposing large-scale projects to take advantage of available funding for science and technology; Strengthening international cooperation by actively participating in global research networks, collaborating with leading institutes and universities worldwide, and connecting with the Vietnam Innovation Network to leverage intellectual resources from the global Vietnamese community.

The Deputy Prime Minister emphasized: “The Academy must dare to think and dare to act, pioneering in basic research and strategic technologies, creating breakthroughs, and building a national science and technology brand.” He affirmed that the Party and the State always provide strong support through mechanisms, policies, and funding for science and technology. He encouraged the Academy to take the initiative in proposing and establishing national key laboratories and world-class research centers, and stressed the importance of connecting with Vietnamese and international intellectuals and experts both inside and outside the country, leveraging the innovation network, and inviting collaboration to form strong research groups.

Concluding his speech, the Deputy Prime Minister expressed his confidence that, with its 50-year legacy of development and the unity and determination of its Party Committee, the Vietnam Academy of Science and Technology will continue to uphold its position as a leading research institution, spreading the spirit of innovation and making substantial contributions to the nation’s industrialization, modernization, and defense.

The Congress reviewed the implementation of the Resolution from the 2020–2025 term, assessing successes and shortcomings, drawing lessons from achievements, and analyzing the causes of limitations; evaluated the upcoming situation, identifying opportunities and challenges to accurately determine the Party Committee’s orientations, objectives, and targets for the next five years; and reviewed the leadership activities of the Party Committee’s Executive Board during the 2020–2025 term. Numerous reports and presentations, rich in substance and closely aligned with the Congress’s theme, motto, and documents, were delivered, while delegates discussed and unanimously adopted contributions to the documents for the 14th National Party Congress and the Political Report for the 1st Congress of the Government’s Party Committee for the 2025–2030 term.

The Congress elected a new Executive Committee comprising 27 members who meet the standards of political integrity, ethics, leadership competence, courage, and intellect, reflecting unity, consensus, continuity, inheritance, and innovation, capable of fulfilling the assigned tasks and responsibilities. It also elected a delegation to attend the First Congress of the Government’s Party Committee, including six official delegates and two alternate delegates.

After two days of serious and urgent work under the motto “Solidarity, Democracy, Wisdom, Innovation, and Creativity,” and with a high sense of responsibility to the Party and the nation, the 9th Congress of the Party Committee of the Vietnam Academy of Science and Technology for the 2025–2030 term successfully completed all proposed content and agenda. In particular, the Congress absorbed the comprehensive and in-depth directives of Deputy Prime Minister Nguyen Chi Dung, thereby refining assessments of the Party Committee’s work and finalizing orientations, key tasks, and solutions for the coming term.
