Strengthening connections within the framework of the Association of World Academies of Sciences: Vietnam Academy of Science and Technology officially establishes bilateral cooperation with National Academy of Sciences of Kazakhstan and National Academy of Sciences of Kyrgystan

In order to expand cooperation with academies, research and training organizations in Central Asia, the delegation of Vietnam Academy of Science and Technology (VAST) led by Prof. Acad. Chau Van Minh, President of VAST, led a business trip to the Republic of Kazakhstan and Kyrgyzstan from November 25-28, 2024 and worked at National Academy of Sciences of Kazakhstan and National Academy of Sciences of Kyrgyzstan.

At National Academy of Sciences of Kazakhstan (NAS RK), Prof. Acad. Chau Van Minh, President of VAST, and Prof. Acad. Murat Zhurinovich Zhurinov, President of the Presidium of NAS RK, co-chaired the bilateral working session VAST-NAS RK with the participation of Acad. Zharmenov Abdurasul Aladashevich, First Vice President of the Presidium of the NAS RK, Acad. Beisembetov Iskander Kalybekovich, Vice President of the Presidium of NAS RK, Scientific Advisory Board and Leader of a number of specialized units of NAS RK. NAS RK has updated the outstanding results in research at NAS RK, especially in the field of chemistry – catalysis and mineral processing research – two research directions of NAS RK's strengths, serving the socio-economic development of Kazakhstan. Speaking at the ceremony, besides sharing the research background at VAST, Prof. Acad. Chau Van Minh emphasized the role of international cooperation in promoting technology research and development, and shared the experiences and forms of cooperation that VAST is currently implementing with Russian and Belarusian Academy of Sciences, – which are members of the Association of World Academies of Sciences (IAAS), as well as many academies around the world such as Austrian Academy of Sciences, French Academy of Sciences, Bulgarian Academy of Sciences, Hungarian Academy of Sciences and, Polish Academy of Sciences can serve as a foundation for the development of cooperation between VAST and NAS RK. During the seminar, VAST and NAS RK shared information about the academic organizational structure of each side, experiences in the process of organizational innovation, restructuring of research units and research orientation in order to create a breakthrough to maintain the role of each country's leading research unit.

On the basis of discussing the direction and field of cooperation, Prof. Acad. Chau Van Minh and Prof. Acad. Murat Zhurinovich Zhurinov approved and signed the Agreement on Scientific Cooperation between the National Academies of Vietnam and Kazakhstan. This agreement lays the foundation for joint research programs, organizing scientific seminars, exchanging scientific information and cooperating in training and developing a contingent of young scientists. On the basis of the Agreement, VAST and NAS RK will exchange and develop roadmaps for the implementation of projects in the areas of strength of the two sides; creating favorable conditions for young scientists from the two countries to participate in exchange and research programs, not only developing scientific resources but also promoting research works of scientific and practical significance; especially promoting the research directions of each party's strengths such as the field of geology and mining, the strengths of NAS KR or the field of materials science, medicinal chemistry are the strengths of VAST. President of NAS RK, Prof. Acad. Murat Zhurinovich Zhurinov, emphasized that this agreement will be a premise for deeper connections between Vietnamese and Kazakh scientists, in the context that the two academies are both active members of the IAAS.

After the signing ceremony, the VAST delegation came to work with the Institute of Fuels, Catalysis and Electrochemistry and National Center for Mineral Synthesis Treatment of Kazakhstan under NAS RK to learn more about petrochemical research, catalysts as well as the research process of laboratory and semi-industrial mineral enrichment; learning, sharing research experiences and discussing content for future collaboration.

VAST delegation visits and works at the Kazakhstan Institute of Nuclear Physics

Also during the visit, VAST delegation had a meeting with the Institute of Atomic Energy (INP) under the Ministry of Energy of Kazakhstan. Similar to VAST, INP is currently the national representative of Kazakhstan in the Joint Institute for Nuclear Research (JINR), a member of the IAAS. Kazakhstan is currently one of the active members of JINR, with the team conducting hundreds of personnel exchanges each year. Currently, JINR and INP have developed a joint laboratory in the field of physics and nuclear energy in Kazakhstan, closely connected with the Kazakh national research team at JINR. The experience of working in a multilateral international organization such as JINR, the method of connecting the research team in the host country with the national research team at JINR, as well as the training of human resources ready for Kazakhstan's adoption of the nuclear power plant program were recently shared at the workshop as valuable lessons for VAST in the development of the country. strengthen the national role and research and training activities at JINR, which can make a useful contribution to the future research and application of nuclear energy in Vietnam.

At Kyrgyzstan National Academy of Sciences (NAS KR) in his opening speech, Prof. Acad. Abdrakhmatov Kanatbek Ermekovich, President of NAS KR expressed his admiration for Vietnam's innovation progress as well as believing that with this innovation foundation, Vietnamese science will have many achievements worth learning. Prof. Acad. Abdrakhmatov Kanatbek Ermekovich appreciated the visit of the VAST delegation and highly appreciated the potential cooperation between the two Academies; NAS KR is currently cooperating with 18 academies around the world and is looking forward to expanding cooperation, to update new research directions in the world on an equal basis, exploiting each other's strengths. In the seminar, Prof. Acad. Abdrakhmatov Kanatbek Ermekovich, President of NAS KR, and Prof. Acad. Arabaev Cholponkul Isaevich, Vice President of NAS KR, expressed his desire that in addition to research cooperation with VAST, the field of training is the content of interest to NAS KR, in the context that NAS KR is expected to implement postgraduate training from 2025 and VAST has a lot of experience in the field of training young staff with the model of affiliated universities as divided at the 37th Session of the IAAS. On the basis of congratulating NAS KR on the occasion of its 70th anniversary at the end of October, Prof. Acad. Chau Van Minh, President of VAST, said that the cooperation between VAST and NAS KR will be a premise for VAST to strengthen bilateral cooperation with members of the IAAS in general and with research and training units in the Central Asian region in particular. On the basis of a high consensus on the policy of cooperation, Prof. Acad. Chau Van Minh and Prof. Acad. Abdrakhmatov Kanatbek Ermekovich signed a Memorandum of Understanding on Cooperation with the main content of promoting joint research activities, scientific exchanges, and connections between young scientists, as well as the beginning of specific cooperation projects in the future. After discussing, listening to opinions and working with a number of units of NAS KR, the two sides also identified a number of areas in which bilateral cooperation projects can be implemented such as medicinal chemicals – natural compounds; biotechnology and geology – seismology.

The working trip to Kazakhstan and Kyrgyzstan enriched a year of exciting activities of VAST, especially within the framework of the IAAS, with the formal establishment of bilateral cooperation with Romanian Academy of Sciences in August 2024; with Mongolian Academy of Sciences in September 2024 and scientific exchanges and the signing of a new Cooperation Agreement with Belarusian National Academy of Sciences, Belarusian Foundation for Basic Research, as well as the implementation of a bilateral research program with Russian Academy of Sciences; in line with the orientation of increasing the connection of members approved by the IAAS in the 36th and 37th Sessions in 2023 and 2024. These activities once again affirm the active role of Vietnam Academy of Science and Technology in expanding international scientific cooperation and connecting with the system of academies around the world; demonstrating dynamism and responsibility in promoting connections between member organizations of the Association of World Academies of Sciences, contributing to strengthening bilateral relations between Vietnam and partner countries.

National Academy of Sciences of Kazakhstan (NAS RK)

National Academy of Sciences of Kazakhstan (NAS RK) was founded in 1946 in the city of Almaty, Kazakhstan, and is a leading institution in promoting the development of science and technology in the country. NAS RK inherited and developed the system of the former Soviet Academy. NAS RK plays a strategic role in identifying priority areas for the development of basic and applied research in Kazakhstan in disciplines such as mathematics, physics, chemistry, biology, medicine, agricultural sciences and social sciences and humanities. In addition, NAS RK also performs the national advisory function through the preparation of annual scientific reports to be submitted to the Government and high-level agencies, supporting the organization of conferences, seminars, exhibitions and awarding in the field of science and technology. NAS RK is also involved in training scientists, promoting international cooperation, and participating in multilateral scientific associations such as the Association of World Academies of Sciences (IAAS) and TWAS (Third World Academy of Sciences).

Kyrgyzstan National Academy of Sciences (NAS KR)

 

The Kyrgyz National Academy of Sciences (NAS KR), founded in 1954, developedfrom the Kyrgyzstan Branch of USSR Academy of Sciences since 1943. It is the leading agency for science and technology in Kyrgyzstan, with the task of promoting research, development and application in three main fields including Physical-Engineering Sciences and Geology; Chemistry, Medicine and Biology and Social Sciences. Affiliated institutes such as the Institute of Seismology and the Institute of Biotechnology play an important role in solving national challenges, from earthquake response to sustainable agricultural development. NAS KR is also active in international cooperation, currently a member of the Association of World Academies of Sciences (IAAS).
