Signing ceremony on science and technology cooperation between VAST and Lao Cai provincial People’s Committee
The event drew the participation of Prof. Chau Van Minh, member of the Party Central Committee and VAST president; Prof. Duong Ngoc Hai, VAST vice-president; and leaders from functional departments and institutes under VAST.
Nguyen Huu Van, member of the Party Central Committee and secretary of Lao Cai provincial Party Committee; Nguyen Van Vinh, permanent vice secretary of Lao Cai provincial Party Committee and chairman of provincial People’s Committee, and member of provincial Standing Party Committee, People’s Committee and People’s Councils, as well as leaders of Lao Cai provincial departments and agencies also attended the ceremony.
Situated in the northwest, Lao Cai province has potential in minerals, tourism, border gate economy, agricultural and forestry production. It also has a convenient system of roads and railways, and important position near Kunming (China) – Lao Cai – Hanoi – Hai Phong (Vietnam) economic corridor. Recognizing the importance of science and technology in socio-economic development, Lao Cai provincial People’s Committee and Party Committee places special interest on the development of science and technology. Over the past year, science and technology activities in the province has shown positive progress. Many activities have applied and transferred scientific and technical advances in industry, agricultural construction, health, education and culture. These have provided positive contributions to production and increased future potential increasing motivation for local socio-economic development.

Addressing at the ceremony, leaders from VAST and Lao Cai provincial People’s Committee agreed that the promotion of science and technology applications have become an important motivation for rapid and sustainable socio-economic development in international economic integration. In the future, Lao Cai province needs to continue promoting its inner force and court every resource for science and technology development. The science and technology cooperation between Lao Cai province and VAST has great significance in helping the province strengthen potential, train and effectively exploit science and technology resources, bringing provincial science and technology development to new heights.

At the ceremony, VAST president and chairman of Lao Cai provincial People’s Committee signed a cooperation agreement on science and technology for the 2012-2016 period. Accordingly, from now to 2016, VAST will provide experts or establish a science and technology council to give consultancy to the province in defining, appraising and solving science and technology tasks; support the province in training and cultivating human resources in science and technology; encourage and support science and technology units under VAST to actively transfer results of science and technology studies, new technologies to the province with suitable mechanism; provide information about science and technology; mobilize capital for science and technology by positive and effective methods to find and exploit different sources such as investment capital of enterprises, international cooperation projects and combination with other investment projects.

After the ceremony, VAST delegation visited several places where have outstanding socio-economic activities in Lao Cai province such as Lao Cai border gate economic zone and Bac Ha Breed Center.
