Overview of the ceremony
The purpose of signing the cooperation agreement was to: (1) Encourage and create a favorable environment for scientists of Vietnam Academy of Science and Technology (VAST) and Joint Vietnam-Russia Tropical Science and Technology Research Center (VRTRC) to exchange academics, coordinate in participating in research and research on scientific and technological tasks at all levels carried out by the parties; (2) Take advantage of and effectively exploiting the potential, material foundations, equipment and funding sources of the two parties in performing the tasks of scientific research, application and technology transfer; (3) Promote the application of scientific and technological research results presided over by the two sides in service of military, defense, socio-economic development, environmental protection, biodiversity conservation and response to epidemics and climate change.
The signing between the two sides not only helped to promote the effectiveness of research and application of scientific and technological results and achievements in practice, but also contributed to boosting socio-economic development and effectively promoting the role of scientific and technological forces in the new situation. More specifically, the research results of VAST are applied to the military field, contributing to ensuring national defense, security and protecting the country's sovereignty. In order for the cooperation between the two sides to be effective, the two focal units, the Technology Application and Implementation Department of VAST and the Scientific Planning Department of the Vietnam Investment Center, have been very active in exchanging and providing information, agreeing on implementation methods and identifying a number of priority tasks. implemented in accordance with the development orientation of VAST and VRTRC.

Speaking at the ceremony, Major General Dang Hong Trien shared that VRTRC also has many cooperation with ministries, departments, branches and localities and has achieved many encouraging achievements; and VAST is the leading research unit in the country with advantages in facilities, staff and experts and the VAST's achievements and research results have been recognized through many domestic and foreign science and technology awards. Therefore, the Major General expressed his hope that the cooperation between the two sides in the new period will continue to be highly effective, obtaining many common scientific and technological products of practical value.

Vice President Tran Tuan Anh also expressed his desire that in the next phase of cooperation, the two sides will prioritize building a number of research orientations focusing on comprehensively solving key issues in the fields such as: Marine science and technology research; Applying AI to practice; Tropical Materials (Development of new materials or camouflage materials applied to the military field); Tropical Biology (Biodiversity and Bioactivity...); Tropical medicine (research on test kits and prediction of infectious diseases...). In particular, the two sides can jointly support each other's training in fields that are the strengths of the two sides.

At the signing ceremony, the two sides discussed and shared many ideas and proposed new cooperation directions. The two sides agreed on the contents of joint cooperation activities in the period of 2025-2030, including: Appointing scientific researchers to coordinate in formulating, proposing new openings and participating in the implementation of scientific and technological tasks at all levels presided over by each party; Cooperating in perfecting and applying scientific and technological products of the two sides in practice to serve military tasks, national defense and socio-economic development, conservation of biodiversity, protection of ecosystems and environment; Supporting the use of equipment for research and analysis, climatic and weather monitoring stations, natural testing stations, workshops, machinery for the production of testing and production of research products of the two sides. VAST supports Joint Vietnam-Russian Tropical Science and Technology Center in the field of training and fostering high-quality scientific and technological human resources and printing and publishing scientific and technological publications. The Joint Vietnam-Russia Tropical Science and Technology Research Center coordinates and supports VAST in implementing the practical application of scientific and technological results in military and national defense. The two sides also cooperate in international publication, registration of intellectual property rights, organization of domestic and international scientific conferences and seminars and appoint experts to participate in scientific and technological councils.

Some results of cooperation between Vietnam Academy of Science and Technology and Joint Vietnam-Russia Tropical Science and Technology Research Center in the period of 2020-2024 1. Scientific and technological research cooperation In the period of 2020-2024, scientific staff of Joint Vietnam-Russia Tropical Science and Technology Research Center and Vietnam Academy of Science and Technology (VAST) coordinated to implement 18 topics and tasks at all levels chaired by the Center (including: two national-level projects, four topics and tasks at the level of Ministry of National Defense, 06 tasks at the center level, two tasks at the level of General Department of Logistics and four tasks of Vietnam-Russia mixed science and technology). In addition, the scientific staff of the Center presided over the implementation of one project at the Academy level. Some of the coordination results are as follows: * In the field of Tropical Materials: coordinating the implementation of research and manufacturing tasks of nanocomposite materials applied to POP polluted wastewater treatment; conducting research, synthesis and analysis of the properties of graphene oxide-zinc oxide hybrid materials used to protect steel and composites. * In the field of tropical biomedicine: coordinating to conduct research on biological characteristics, molecular epidemiology, assessing the level of antibiotic resistance of N. meningitidis strains causing meningococcal infection (the research content is a national task); developing a process for manufacturing and evaluating the criteria of warm pads for troops in cold and harmful weather conditions; isolating and assessing the biodiversity of heterotrophic marine microalgae strains in the waters of Bai Tu Long National Park, Quang Ninh province; researching and developing a process for detecting methicillin-resistant Staphylococcus aureus and Staphylococcus aureus bacteria using RPACRISPR/Cas12 technology within the framework of Center-level tasks; evaluating the antifungal activity of peroxides used to treat diseases caused by tropical parasites under the Vietnamese-Russian joint science and technology task. * In the field of Tropical Ecology: participating in the collection and construction of a set of 1,000 samples of marine organisms; surveying and developing marine geomorphological maps, flows and seabed sediments; conducting research on biodiversity of shallow ecosystems on a number of islands in the Spratly Islands within the framework of 04 topics under the Science and Technology Program of Ministry of National Defense, code KCB-TS on integrated research on ecology and biological resources of the Spratly Islands. Within the framework of the project of the Nafosted Foundation, the level of genetic diversity and determination of biological activity related to the ability to treat diabetes of Cinnamomum parthenoxylon (Jack) Meisn was carried out. Conducting surveys and collecting biodiversity data, building data maps on biodiversity management and protection in a number of key areas in the provinces of Military Region 7 and Military Region 9 (the research content is under the task of environmental protection at the BQP level). Research on the hematological characteristics of Sciaenops ocellatus in cage farming in Ha Tinh; research on the conservation and development of the genetic resources of the critically endangered Hainesii parrot (Bruguiera hainesii C.G. Rogers) in Con Dao National Park, Ba Ria - Vung Tau (under the tasks at the Center level). Research and combat petroleum hydrocarbon pollution, PAHs in water samples, sediments in aquatic organisms in the Mekong Delta (under the joint Vietnam-Russia science and technology mission). * In the field of Biotechnology: coordinating to improve microbiological technology and application of oil-contaminated soil treatment at Cam Ranh military base and oil-contaminated wastewater at a number of military units (belonging to 02 tasks at the center level). In addition, research institutes of VAST actively proposed tasks to the Vietnam-Russia Joint Scientific and Applied Research Program for the period of 2025-2029, of which six proposals were approved by the Science and Technology Council of the Center and sent to the Russian side for appraisal. 2. Postgraduate cooperation In the period of 2020-2024, VAST and research institutions under VAST supported postgraduate training for many scientific staff of the Center, including doctoral training for 15 staff, master's level for four staff, including six officers who successfully defended the doctoral thesis, four officers who defended the master thesis. 3. Others The Center provided a number of scientific and technical services with units under VAST such as: The Sub-Institute of Chemistry and Environment conducted investigations, assessed potential points of dioxin and heavy metal contamination in Tran Quang Dieu Ward, Quy Nhon City, Binh Dinh Province, analyzed the concentration of toxic chemicals/dioxins, furan for a number of units under the Institute of Energy and Environment Science, Technology and Environment. Coastal Branch implemented two contracts for natural testing of coating products in the research contents of the Institute of Tropical Engineering. |
