Speaking at the signing ceremony, President of Vietnam Academy of Science and Technology Chau Van Minh said that Ministry of Science and Technology and Vietnam Academy of Science and Technology often have a cooperative relationship in the implementation of the Party and State's policies on science and technology. Vietnam Academy of Science and Technology has coordinated with Ministry of Science and Technology to implement and successfully complete the program of cooperation for the period of 2015-2020. Vietnam Academy of Science and Technology will continue to work more closely with Ministry of Science and Technology to achieve the goals set out in the work cooperation program for the next period of 2021-2025 in the context of the Fourth Industrial Revolution, and science and technology and innovation play an important role in the socio-economic development of the country.

Speaking at the ceremony, Minister of Science and Technology Huynh Thanh Dat emphasized that in the coming time, Ministry of Science and Technology will continue to focus on developing policies and laws on science, technology and innovation. For the term 2021-2025, Ministry of Science and Technology has developed a plan and reported to the Government and the Prime Minister to amend and supplement 5 laws, including the Law on Science and Technology, Law on Intellectual Property, Law on Technical Standards and Regulations, Law on Product Quality and Law on Atomic Energy. These laws are aimed at institutionalizing the Party's guidelines, as well as Vietnam's commitments in international treaties and agreements, and will basically create a new legal corridor for science, technology and innovation research and development activities in the coming time. With the desire to continuously improve the quality of the construction of legal documents, Ministry of Science and Technology proposed VAST pay attention and coordinate to organize comments for these draft legal documents during the development process.
Minister of Science and Technology Huynh Thanh Dat affirmed that Ministry of Science and Technology is committed to always accompanying Vietnam Academy of Science and Technology in continuing to focus on implementing science and technology tasks and programs to develop a number of key products and create breakthroughs on the productivity and competitiveness of the economy, as well as scientific research and technology development in order to solve the common problems of the country, immediate and very important are the tasks of science and technology for prevention and control of the COVID-19 pandemic. In addition, there is a lot of potential between the two agencies to coordinate in implementing innovation tasks, in order to apply scientific and technological achievements to production, business and life. Only by commercializing research results can scientists live by their profession. This is a legitimate need of scientists. Currently, there is still a legal gap in the commercialization of research results. Ministry of Science and Technology is coordinating with research institutes and universities to develop a project to report to the Prime Minister for testing policies to commercialize research results. Therefore, Ministry of Science and Technology is ready to listen to the opinions of comrades, to work together and discuss how to promote innovation activities in the coming time.

Report on the implementation results of the cooperation program between Ministry of Science and Technology and Vietnam Academy of Science and Technology for the period 2015-2020, Assoc.Prof.Dr. Tran Tuan Anh, Vice President of Vietnam Academy of Science and Technology, said that in the period 2015-2020, VAST coordinated with Ministry of Science and Technology to implement basic science development programs in the fields of Physics and Chemistry, Life Science, Earth Science and Marine Science until 2020.
Vietnam Academy of Science and Technology has successfully completed the tasks assigned in Decision on Investment in basic science laboratories; Strengthening international cooperation; Deploying more than 100 topics of basic research directions above Academy level, all topics that have at least two articles in SCI-E and Scopus journals; Coordinating in implementing the program of the Central Highlands Program 2016-2020 and Space Science and Technology Program 2016-2020; Establishing two International Centers of Type II on Mathematics and Physics under the auspices of UNESCO (Up to now, the two Centers have come into stable operation, gradually asserting their position and meeting the set objectives); Improving the quality of science and technology journals of Vietnam Academy of Science and Technology to meet international standards in the list of SCOPUS and ISI; Promoting the activities of the UNESCO Oceanographic Commission (IOC); Researching and evaluating environmental incidents such as: pollution of the central sea, fire at Rang Dong light bulb factory and cause of fish deaths in West Lake. The combined results from the above activities have contributed to the successful implementation of the Science and Technology Development Strategy for the period 2011-2020 and strengthened the position of VAST in the world and in the ASEAN region.
The program of cooperation between the two sides in the period of 2021 - 2025 focuses on the main contents including: research, proposal of mechanisms and policies; basic science development; implementing a number of national science and technology tasks; scientific and technological organization development; technology application and development; activities related to intellectual property; supporting scientific journals of Vietnam Academy of Science and Technology to meet international standards (on the list of SCOPUS and ISI); timely implementation of unexpected tasks, assessment of natural disasters, environmental incidents and strange phenomena in nature to serve the management and administration of relevant state agencies and meet the requirements of the Party and State leaders.
During the implementation process, based on the above cooperation contents, the two sides assign relevant units to develop specific implementation plans; Ministry of Science and Technology assigns the Department of Social Sciences, Humanities and Nature to act as the focal point, while Vietnam Academy of Science and Technology assigns the Planning and Finance Department to act as the focal point and coordinate with relevant agencies for the implementation.
