Signing ceremony of cooperation program between Ministry of Industry and Trade and Vietnam Academy of Science and Technology for period of 2023-2026, with vision to 2030
The signing ceremony aims to promote research and application of science and technology to serve the development of industry and trade in the new period, and effectively promote the role of science and technology forces in supporting industry and trade enterprises to quickly apply new technologies, especially the achievements of the fourth industrial revolution in production and business practice, contributing to improving productivity, quality, efficiency and enterprise competitiveness.
Overview of the signing ceremony
Attending the ceremony, on the side of the Ministry of Industry and Trade, were Mr. Nguyen Hong Dien, Member of the Central Committee of the Party, Secretary of the Party Personnel Committee, Minister of Industry and Trade; Deputy Minister of Industry and Trade, and Heads of units under the Ministry.
On the side of Vietnam Academy of Science and Technology, there were Prof. Acad. Chau Van Minh, Member of the Central Committee of the Party, Secretary of the Party Committee and President of Vietnam Academy of Science and Technology, and Vice Presidents and leaders of agencies and units under VAST.
Speaking at the signing ceremony, Minister Nguyen Hong Dien emphasized that the Ministry of Industry and Trade and VAST are government agencies whose functions and duties are clearly defined in legal documents. When performing functions and tasks, there is always a great connection, contact, mutual interaction (input on one side is the output of the other side and vice versa). With an important role and mission in realizing the goal of industrialization and modernization of the country, the Industry and Trade sector is promoting the implementation of tasks and solutions for industrial and trade restructuring; including the fundamental role and driving force of science, technology, innovation and digital transformation to improve productivity, quality, efficiency and competitiveness of the whole industry. This has posed great requirements and challenges for science and technology activities in the coming period, requiring drastic changes in thinking, action and breakthrough implementation methods.

Minister of Industry and Trade Nguyen Hong Dien assessed that scientific and technological activities of the Industry and Trade sector in recent years have made important achievements, contributing to this success with the wide participation of a system of organizations and agencies inside and outside the industry, especially with the contribution of VAST.
From the beginning of the 15th Government term until now, the key leaders of the Ministry and the Academy have recognized the need for a coordination program (training, cooperation) between the two sectors to multiply the success in \ performing the functions and tasks of each sector, contributing to the successful implementation of the political objectives and tasks of the whole country. Minister Nguyen Hong Dien also emphasized that this is the mission of the entire Party and people, but the Ministry of Industry and Trade and VAST will play an important role and must take the lead in many fields. Following the direction of leaders of the two industries, over the past year, functional units of the two sides have closely coordinated in researching and proposing contents of cooperation programs, and organized many times to collect opinions from relevant units and leaders of the two sides, updating new, practical and feasible contents in the coordination program.

Also at the ceremony, President Chau Van Minh said that VAST is a government agency, whose main functions and tasks are basic research, basic investigation, applied research and technology deployment, and training highly qualified human resources for the country in the field of natural science and technology. In recent years, the cooperation in the field of application and technology transfer with central and local ministries, branches have been particularly interested by the Party Committee and the Academy’s leaders to contribute to quickly bringing scientific research results into real life. The cooperation between units, research institutes of the Ministry of Industry and Trade and units under the VAST has so far had some remarkable results. Therefore, the exchange and signing of the cooperation program between the Ministry of Industry and Trade and VAST is very important in order to focus resources, solve some big and specific problems, and stick to the direction of the industry and trade industry in the 5-year period and orientation to 2030 on the basis of the strengths and available capabilities of VAST, thereby helping VAST research results to be quickly incorporated in practice. VAST will continue to work more closely with the Ministry of Industry and Trade to achieve the goals set out in the Program of Cooperation between the two agencies for the period of 2023 - 2026, with a vision to 2030.

Reporting on the results of cooperation in the field of Science and Technology between the Ministry of Industry and Trade and Vietnam Academy of Science and Technology in the recent period, Mr. Ly Quoc Hung, Director of the Department of Science and Technology, Ministry of Industry and Trade said: In the period of 2015-2020, VAST has registered to assume the prime responsibility for performing many science and technology tasks participating in Science and Technology Programs and Projects managed by the Ministry of Industry and Trade, focusing on the fields of biotechnology, materials technology, environmental industry, etc. Through these science and technology tasks, many technologies have been researched, developed, perfected and applied in practice, helping to improve the production process of enterprises, bringing high economic efficiency.

The program of cooperation between the two sides for the period of 2023 - 2026, with a vision to 2030, focuses on main contents, including:
(1) Coordinate research, propose, order and deploy tasks and clusters of tasks within the framework of science and technology programs and projects of the Ministry of Industry and Trade in the direction of prioritizing the development and application of new materials technologies, biotechnology, high-level automation technology, digital technology to serve the development of foundational and priority industries, develop smart manufacturing and digital transformation, solve challenges new in the process of industry development;
(2) Collaborate in research, provide scientific and practical arguments for the formulation and implementation of strategies and policies for the development of the Industry and Trade sector, meet the requirements of tasks in the new situation, and improve effectiveness of state management, reasonably protect domestic production, and contribute to the implementation of multilateral and bilateral trade agreements;
(3) Coordinate and organize connection activities between Vietnam Academy of Science and Technology and other Science and Technology organizations under the Ministry of Industry and Trade with enterprises in the industry in order to consult, transfer, train and support enterprises to improve their capacity to absorb new technology, promote and encourage activities of technological innovation and innovation in enterprises;
(4) Coordinate in the field of training and development of high-quality science and technology human resources for Industry and Trade in order to promptly adapt to the requirements of the fourth industrial revolution;
(5) Promote the exchange, supply, update and sharing of information, documents and statistical data between the two sides on science, technology and innovation.
