Signing ceremony of contracts on scientific study tasks under the Central Highlands Programme 3 starting from 2012

A signing ceremony of contracts on scientific research tasks under the Central Highlands Programme 3, which has been carried out since 2012, took place at the Vietnam Academy of Science and Technology (VAST) on November 17th 2012, to continue implementing the basic objectives of the Central Highlands Programme 3.

The event drew the participation of the Steering Committee of the Programme, including Prof. Chau Van Minh, member of the Party Central Committee, VAST president and chairman of the Programme; Dr. Nguyen Dinh Ky, vice chairman and chief of office of the Programme; Assoc. Prof. Dr. Sc. Tran Trong Hoa, president of Council of Earth Sciences and vice chairman of the Programme; and members of the Steering Committee of the Programme: Prof. Dang Vu Minh – president of the Vietnam Union of Science and Technology Association, Nghiem Xuan Minh – head of the Department of Social and Natural Science under the Ministry of Science and Technology, and Dr. Tran Trung Dung – vice headmaster of the Central Highlands University, and the secretariat of the Programme. Le Quang Thanh, deputy head of the Department of Social and Natural Science under the Ministry of Science and Technology; Assoc. Prof. Phan Ngoc Minh, head of the Department of Planning and Finance under VAST; representatives of agencies presiding over the project, and heads and secretaries approved projects to implement science and technology tasks under the Central Highlands Programme 3, starting from 2012.


At the signing ceremony, Dr. Nguyen Dinh Ky, vice chairman and chief of office of the Central Highlands Programme 3, announced Decision 476/QĐ-KHCNVN dated April 23rd 2012 of VAST president, on approving organizations and individuals to carry out state-level projects in the 2012 plan under the Central Highlands Programme 3, including nine projects in the field of natural science and technology, and 12 projects in the field of social sciences and humanity; and Document 3116/BKHCN-KHTC dated November 5th 2012 of the Ministry of Science and Technology on instruction to supplement 2012 science and technology plans (the second phrase) of ministries and agencies, and expenditures for assigned projects.

Earlier, on April 26th and 27th, and May 2nd and 4th 2012, VAST organized appraising councils on the content and expenditure for scientific projects under the Central Highlands Programme 3, starting from 2012. Accordingly, state-level scientific projects enrolled in the 2012 plan under Central Highlands Programme 3 were appraised in both content and expense. The Steering Committee chose 12 scientific tasks in the fields of society, humanity and national defence, and nine natural science and technology tasks.

12 social sciences and humanity tasks reflected urgent problems in areas such as grassroots political systems, population, nationalities and religion, education and training, culture and lifestyle, economic restructuring, cooperation for trans-border economic development, land management, agriculture – peasant – rural areas and national defence and security. Nine natural science and technology tasks reflected selective investigations into medicinal plant materials, building supervision information systems on forest cover, accessing tourism resources, forest flood dangers, accessing environmental conflict, and technology on processing local bentonite resources for breeding.

Contracts were signed with the heads of each project under the witness of leaders of task-assigned units. Addressing the ceremony, Prof. Chau Van Minh, VAST president and chairman of the Programme, congratulated the heads of projects. He said the ceremony has important significance, marking a long step in the implementation of the programme’s tasks, and showing the full efforts of the Steering Committee and scientists who have love for the Central Highlands over the past time. On behalf of the Steering Committee, Prof. Chau Van Minh pledged to support and create the most favourable conditions for the heads of projects. He hoped that the Steering Committee, relevant agencies and heads of the projects will coordinate with each other in the future to complete assigned tasks, contributing to comprehensive socio-economic development and national defence and security for the sustainable development trend in the Central Highlands.

Prof. Dr. Truong Quang Hai, deputy head of the Institute of Vietnamese Studies and Development Sciences, representing heads of projects in the field of natural science and technology, thanked the Steering Committee of the Central Highlands Programme 3. He emphasized the close coordination with the Steering Committee and the Programme to complete the tasks.


Representing for heads of projects in the field of social science and humanity, Prof. Dr. Vo Khanh Vinh, vice chairman of the Vietnam Academy of Social Science, expressed his pride at participating in the Central Highlands Programme 3 presided over by the Vietnam Academy of Social Science and contributed by scientists in the field of nature and technology, to solve urgent issues on natural, socio-economic and national defence and security issues in the Central Highlands at present. With the high spirit of scientists who care for the Central Highlands, on behalf of the heads of signed projects, Prof. Dr. Vo Khanh Vinh promised to complete assigned tasks, contributing to successfully implementing the Central Highlands Programme 3.


Concluding the ceremony, Dr. Nguyen Dinh Ky said that signed projects were carefully selected to promote socio-economic development and national defence and security in the Central Highlands. On behalf of the Steering Committee of the Programme, Dr. Ky thanked leaders from VAST, the Vietnam Academy of Social Science and Ministry of Science and Technology, and heads of project-leading agencies and heads of signed projects. Thanks to signed contracts, relations between the Steering Committee of the Programme and project-leading agencies and heads of signed projects will be promoted. Dr. Ky said that during the implementation of the programme, the Office of the Central Highlands Programme 3 will be a bridge for all scientists who care for the Central Highlands.
