Seventh VAST Party Congress for the 2015-2020 term

The VAST Party Congress was attended by Professor and Academic Chau Van Minh, a member of the Party Central Committee (PCC), Secretary of the VAST Party Committee, and VAST President; and Pham Quang Thao, Deputy Secretary of the Party Committee of Central Agencies. In addition, representatives from the Standing Board of the Party Committee of Central Agencies, leaders from Department 4 of the PCC Commission for Organization, representatives from departments and agencies from the Party Committee of Central Agencies, together with 171 delegates representing nearly 1,200 Party members from 50 Party organizations under VAST, attended the congress.

In the 2010-2015 term, the VAST Party Committee and all cadres, Party members, officials, officers and labourers of VAST made continuous efforts, gaining important results in all fields. Scientific research and technology  applications were in connection with the national socio-economic development tasks; many scientific and technological research results were applied in production, which brought remarkable socio-economic efficiency and improvements to the environment; and scientific research and technological applications and development were connected closely to manpower training.

VAST scientific and technological potential was increased, creating new impetus for the academy to increase the quality of research, manpower training and international cooperation. Remarkable progress was made in training and making up the workforce for the academy while similar results were also recorded in managing and serving research.

Meanwhile, Party building work made positive changes in political, ideological, organizational and inspection aspects as well as in the methods employed to renew the leadership. VAST effectively carried out the Poliburo Decree 03-CT/TW on “Studying and following President Ho Chi Minh’s example in ethics” in connection with the implementation of the 4^th PCC meeting resolution (term XI) on “Some urgent issues in the current Party building”. The results achieved are important, contributing to realising targets set by the 6th VAST Party Congress resolution.

The 7^th VAST Party Congress targeted to analyze and give exact assessment on the operation of the VAST Party Committee in the previous term; seek reasons for weaknesses; and draw experience for the leadership and direction of the VAST Party Central Committee next term. Based on the assessment and forecast on tendency of development, and the directive ideas from the Standing Board of the Party Committee of Central Agencies, the Congress worked out orientations and missions which will focus on specific solutions to successfully implement the 12^th National Party Congress resolution, the planning of development for VAST until 2020 with a vision to 2030, as well as the subject of the 7th VAST Party Congress on “Promoting general strength, creating new driving force in scientific research, training, development of technology and its applications, and increased international integration,” deserving to be a leading scientific and technological agency of the country.

The Congress was also responsible for selecting personnel who are both virtuous and talented; own firm political values , have a real capacity for  leadership and organization in the implementation of the resolution set by the Congress; and are capable of uniting the VAST Party Committee, to be elected to the VAST Party Central Committee next term.

With the spirit of high responsibility, in the face of the requirements for scientific and technological development in the new period, the Congress carried out e-bulletin  discussions, which contributed many ideas to the documents of the VAST Party Central Committee and the draft documents to be submitted to the 12^th Party Congress of the Party Committee of Central Agencies. The Congress also adopted the report of ideas from Party organizations contributing to the draft documents for the 12th National Party Congress. In addition, the draft resolution of the 7^th VAST Party Congress, term 2015-2020, was also passed during the Congress.

The Congress elected the VAST Party Congress Secretary and the 27-member VAST Party Central Committee for the 2015-2020 term, representing nearly 1,200 VAST Party members, who meet virtue and competence requirements to shoulder key tasks assigned by VAST cadres, Party members, officials, officers and labourers. The Congress also selected a VAST delegation of 5 official delegates and one alternate delegate representing the VAST Party Committee brainpower, aspiration and will to attend the 12^th Party Congress of the Party Committee of Central Agencies.

After two days of working in a prompt, serious, united and democratic atmosphere, the 7^th VAST Party Congress completed its agenda.

Speaking during the Congress, Pham Quang Thao, Deputy Secretary of the Party Committee of Central Agencies, stressed that the 7th VAST Party Congress, term 2015-2020, was organised as an important political event in giving orientations to the whole VAST Party Committee, Party members and cadres in promoting their strength of solidarity, raising the brainpower, conducting comprehensive renewal, building a truly strong and pure Party Committee, contributing to successfully realise the planning of the development for VAST until 2020 with a vision to 2030 adopted by the Prime Minister. In addition, it contributed to successfully realising the 12th National Party Congress and the 12th Party Congress of the Party Committee of Central Agencies. He said he hoped the VAST would continue to promote its achievements and make active contributions to  national socio-economic development.
