Overview of the Second Bilateral Meeting
Participating in the meeting, on the side of Vietnam Academy of Science and Technology (VAST) there was Prof. Dr. Chu Hoang Ha and Prof. Dr. Le Truong Giang, Vice President; Leaders of the Institute of Information Technology, Institute of Geophysics, University of Science and Technology of Hanoi, Graduate University of Science and Technology and other related units. On the side of Ministry of Technology and Communications, there are Institute of Information and Communication Technology, Institute for Research and Application of Smart Technology, Center for Digital Government and representatives of a number of functional departments and affiliated technology units and centers.
Prof. Acad. Chau Van Minh, President of VAST, delivers the opening speech
Opening remarks, Prof. Acad. Chau Van Minh highly appreciated the efforts of the units of the two sides over the past time to actively exchange, negotiate and develop specific cooperation plans to implement the Cooperation Agreement on Technology and Innovation between VAST and Ministry of Technology and Communications as well as the contents of the Minutes of the First Session. In the current period of industrial revolution 4.0, high-quality human resources along with science - technology and innovation have become the most important inputs of modern production forces, which can actively contribute to promoting the speed and quality of development of countries and economies. And with the current strong trend of globalization, opening up and accompanying each other in technology development and innovation is also a synergistic factor for countries, especially developing countries such as Vietnam and Laos, to realize the sustainable development goals.
Prof. Acad. Boviengkham Vongdara speaks at the meeting
Prof. Acad. Boviengkham Vongdara expressed his delight at returning to work with VAST in his new role as Minister of Technology and Communications. VAST is an important science and technology partner of Lao research units, including the Ministry of Technology and Communications. On the basis of the traditional friendship cooperation, the comprehensive cooperation activities that the two sides have carried out for nearly a year are a good start for the two sides to more effectively implement the coordination of training and technology development in the current digital transformation period.
Presents report at the meeting
At the meeting, VAST and the Ministry of Technology and Communications reviewed the results of cooperation in implementing cooperation in human resource training, information technology, data science, data storage and cloud computing and proposed and exchanged contents to promote cooperation that can be implemented in the coming time. The two sides agreed to promote the completion of the draft project "Building a Data and Communication Center on Natural Disasters (Earthquakes) for Lao PDR", reported to the two Governments at the 46th session of the Intergovernmental Committee on Vietnam-Laos Bilateral Cooperation in 2024; Exchange cooperation on data storage and cloud computing, towards coordinating the development of the National Center Project for Data Storage and Cloud Computing in the Lao People's Democratic Republic; exchange and train human resources through training courses; support the development of training programs tailored to the needs of the Ministry of Technology and Communications.
The two sides sign a cooperation agreement
At the end of the meeting, President Chau Van Minh and Minister Boviengkham Vongdara signed the Minutes of the Second Session between Vietnam Academy of Science and Technology and the Ministry of Technology and Communications, and witnessed the signing of the Cooperation Agreement between Institute of Geophysics, Academy and Institute of Research and Application of Smart Technology, Ministry of Technology and Communications; University of Science and Technology of Hanoi and Institute of Information and Communication Technology, Ministry of Technology and Communications.
