Scientific and technological cooperation between VAST and Russian and Belarusian partners

The Vietnam Academy of Science and Technology (VAST) and the National Academy of Sciences of Belarus (NASB) have established cooperative relations since 1999. Over recent years, especially since 2008, the cooperation in science and technology between VAST and NASB has made important achievements. Notable is the establishment of the Vietnam - Belarus Centre for researching and developing technology in the field of machine – equipment manufacturing, energy and chemicals to promote technology transfer and commercialize scientific research results, thus establishing the Centre of Chemical Technology, the Laboratory of Hi-tech Equipment, the Laboratory of Cell Nano Technology cooperating with Belarus and technology transfer projects such as “Research on application of Polyguanidin to treat floodwaters into household water for flood affected areas,” “Research and transfer of technology to manufacture unmanned aerial equipment”, etc. Bilateral cooperative programs and projects between the two sides have been carried and brought effect to the two sides.

To develop the existing relationship, strengthen cooperation in science and technology, and take advantage of achievements, during the Belarus visit by the President of the Socialist Republic of Vietnam (SRV) Tran Dai Quang, on the morning of June 27, at the Independent Palace, the capital of Minsk, within the framework of the official visit to the Republic of Belarus, under the assignment of President Tran Dai Quang, Academic and Prof. Chau Van Minh, VAST President, signed a memorandum of understanding on science and technology cooperation between the Vietnam Academy of Science and Technology and the National Academy of Sciences of Belarus, witnessed by President of the Socialist Republic of Vietnam Tran Dai Quang and President of the Republic of Belarus Aleksandr Grigoryevich Lukashenko.


The memorandum of understanding on science and technology cooperation is a milestone to further promote the traditional cooperation in science and technology between the two academies in particular, between Vietnam and Belarus in general in the spirit of the Vietnam – Belarus joint statement. “The two sides recognize the importance of developing cooperation in the fields of science, technology and education, and confirm the urgency and need of the implementation of the cooperation program between Belarus and Vietnam in the fields of economy, science, education and culture for 2016-2018.”

VAST has set up traditional relationship with research institutes and universities of the Russian Federation, especially the strict cooperation with the Russian Academy of Sciences (RAS), the Institute for Nuclear Research DUBNA (JINR) and the Russian Foundation for Basic Research (RFBR). In nearly 50 years of cooperation, VAST has carried out many activities, from the exchange of high-level delegations to the implementation of bilateral cooperation programs in the fields of mathematics, physics, materials science, information technology, chemistry, biotechnology, geology, geography, geo-physics, marine science and technology, environmental technology, ecology and biological resources. With the assistance of Russian scientists, many cooperative programs of scientific and practical significance have contributed to the socio-economic development, defence and security of Vietnam. A number of collaborative results, including the establishment of the Vietnam Botanical Library, the National Atlas of Vietnam and the INTERKOSMOS program which has carried out surveys on the Central Highlands and the Mekong Delta by remote sensing, marine research studies with the Far East Sub Institute, the Russian Academy of Sciences (FEBRAS), are among outstanding examples in the effective cooperation between VAST and its Russian partners.


The scientific cooperation between VAST and Russian partners has been strengthened through the expansion of special cooperation with The Roscosmos State Corporation for Space Activities. In June 2016, VAST and ROSCOSMOS signed a memorandum of understanding on cooperation in space exploration and the application of space technology and engineering equipment for peaceful purposes.


On June 29, at the Presidential Palace in the Kremlin Palace, President of the Vietnam Academy of Science and Technology, Academic and Prof. Chau Van Minh signed the “cooperation program in aerospace technology between VAST and ROSCOSMOS in the 2017-2022 period” with the witness of President of the Socialist Republic of Vietnam Tran Dai Quang and the President of the Russian Federation Vladimir Vladimirovich Putin. The signing is an important roadmap to further promote cooperation in science and technology in general and space technology in particular between Vietnam and the Russian Federation as set in the joint statement between the two countries which was signed during the visit to Russia from June 28 to July 1 by Vietnamese State President Tran Dai Quang and the high-ranking delegation of Vietnam.

The signing of two cooperation documents between VAST and its Belarusian and Russian partners confirms that the relationship in science and technology between Vietnam - Russia and Belarus in general, and between VAST - ROSCOSMOS and NASB in particular, holds great potential for stronger and more effective development in the future.


On the morning of July 2, 2017, Academic and Prof. Chau Van Minh arrived at the Noi Bai International Airport, successfully wrapping up his accompaniment with the official visit by State President of the Socialist Republic of Vietnam Tran Dai Quang to the Russian Federation and the Republic of Belarus which lasted from June 26 to July 1 at the invitation of President of the Russian Federation V. Putin and President of the Republic of Belarus A. Lukashenko.
