Science and technology development: Driving force for growth model innovation

Building a team of young researchers - top priority task

On the afternoon of October 12, speaking at the Hall of the Government Party Congress for the 2025-2030 term, Professor, Acad Chau Van Minh, President of Vietnam Academy of Science and Technology, emphasized that in order to develop science and technology, in recent times, the Party, Government and National Assembly have issued many relevant laws, resolutions and decrees such as: Resolution 57-NQ/TW of the Politburo; Resolution 193/2025/QH15 of the National Assembly; Law on Science, Technology and Innovation 2025... and many other documents.

In which, developing human resources in science and technology is one of the key solutions to develop a knowledge-based economy, taking science and technology as the foundation.

Professor, Acad Chau Van Minh said that this is a particularly important issue for a scientific research institution like Vietnam Academy of Science and Technology - the largest scientific and technological research institution in the country. The quality of research staff is one of the decisive factors in completing the Academy's regular and extraordinary political tasks.

Realizing this importance, the Party Committee of Vietnam Academy of Science and Technology has identified the work of building and developing a team of research staff as a top priority task, especially for young staff - the next generation of resources, the shock force, with the potential to quickly access knowledge and cutting-edge technology such as nanotechnology, electronics, semiconductors, atomic energy, biology, materials, etc.

In the past two terms, the Party Committee of Vietnam Academy of Science and Technology has issued and implemented four important resolutions focusing on the work of building and developing young cadres. Based on the thematic resolutions, the Academy's leaders have concretized them into action plans and programs to attract, encourage and create conditions for young cadres to participate in projects, research tasks, and implement innovative ideas.

Some specific programs include: Program to attract highly qualified young staff, Program for potential young researchers, Program to develop excellent research groups, Postdoctoral internship project, Academy-level independent mission program for young staff...

In addition, Vietnam Academy of Science and Technology also sends young cadres to participate in training and research programs abroad under the programs of the Ministry of Education and Training and the Ministry of Science and Technology; at the same time, it encourages and promotes young cadres to participate in bilateral cooperation programs, and directs training institutions such as the Graduate University of Science and Technology, University of Science and Technology of Hanoi, and Institute of Mathematics to develop training programs in line with the country's new orientation for science and technology development.

Under the close leadership of the Party Committee and the public and transparent management of the Academy's leaders, combined with regular inspection and supervision, Vietnam Academy of Science and Technology has become a place to train, nurture and cultivate young researchers for the Institute and many other research, training and business units in the country.

Promoting results, continuing to promote the development of young scientific human resources

After 10 years of implementing the work of developing young research staff, Vietnam Academy of Science and Technology has achieved many important results. The number of young researchers has grown steadily; in which, the number of young researchers with doctoral degrees or higher accounts for 25% of the total number of researchers with doctoral degrees of the Institute.

The young team also makes an important contribution to the formation of excellent research groups, when the proportion of young staff who are the main authors of prestigious international publications in the period 2020-2025 reached an average of 15%, and by 2025 it had increased to about 17-18%. Notably, 54.8% of domestic and international patents of the Vietnam Academy of Science and Technology have authors and co-authors who are young researchers.

Through the screening mechanism, many outstanding young cadres have been recruited into the staff, becoming strong research team leaders; many have been appointed to the positions of principal, senior , professor, and associate professor under the age of 40, and have won many prestigious domestic and international science and technology awards.

Despite the success, there are still difficulties in recruiting and retaining young human resources due to the need to streamline the payroll and restructure the team. Although working conditions and benefits have improved, they do not meet international standards, affecting the attraction and stability of the next generation.

In the coming period, the Party Committee of Vietnam Academy of Science and Technology has determined that the development of young scientific and technological human resources will continue to be a regular and continuous task. The first resolution of the 2025-2030 term, which has just been approved and is about to be issued by Vietnam Academy of Science and Technology, is a resolution to continue promoting the development of young scientific human resources in the new period.
