Research and application of intelligent electronic medical examination management system

Assoc.Prof.Dr. Pham Hong Quang, former Director of the Center for Informatics and Computing, Vietnam Academy of Science and Technology, and his associates have developed the design of an intelligent electronic medical examination management system. The system is designed based on the foundational technologies of Industrial Revolution 4.0, which is Artificial Intelligence (AI) based on the Internet of Things (IoT) architecture with 4 layers: Sensor—Internet connection—Edge computing—Central data processing center.

One of the COVID-19 pandemic prevention measures is to set up medical checkpoints, measure body temperature and make medical declarations for early detection of infected cases and localization, tracing to reduce the risk of virus transmission. Previously, the operation process of medical check points was completely manual, using hand-held temperature measuring devices, making medical declarations with paper and pen. During the fourth outbreak, when the number of infections spiked, a number of provinces and cities began to computerize and automate the process of checking declarations and personal health information through QR Code to reduce time and manpower when checking medical declarations. Application systems for managing medical declarations, tracing infected patients were quickly applied such as Bluezone, NCOVI,, and electronic health book. Application solutions for checking QR Code by computer, handheld QR Code reader, manual forehead temperature meter, display of personal declaration information have been deployed at pandemic prevention checkpoints across the country.  Although these solutions and vaccination have been effective, there are also a series of inadequacies due to the slow speed of inspection, leading to congestion, manual inspection requiring many people standing at the checkpoint, causing risk of cross-contamination...

In that situation, by applying scientific and technological advances, Assoc. Prof. Dr. Pham Hong Quang, former Director of the Center for Informatics and Computation, VAST, and his associates quickly developed a dedicated system for intelligent electronic medical examination management. The system is designed based on the foundational technologies of Industrial Revolution 4.0, which is Artificial Intelligence (AI) based on the 4-layer Internet of Things (IoT) architecture: Sensor - Internet connection - Edge computing - Data processing storage center.

The system can be used to control office entry and exit, time attendance using facial recognition with QR Code card or identifier on phones and tablets

System components include:
1. Non-contact body temperature measurement, blood oxygen sensor can be added so that people can easily check their own health status if they feel sick.
2. QR code scanning for automatic medical declaration, connect to to receive information about vaccination status, testing, travel permits, personal medical declaration information and especially the classification of pandemic risk levels A, B, C or D according to the Ministry of Health.
3. Facial recognition AI technology detects cases of using others’ QRCode.
4. Electronic token containing a high-speed QR code scanning, used for control applications in and out of industrial parks, factories and medical checkpoints on the road.
5. Automatic warning of abnormalities such as high temperature, medical risk rating, or low blood oxygen.
6. Display online tests via the Internet for agencies responsible for checking for the pandemic at equipment installation points.

This design and solution, a useful anti-pandemic tool in line with the guidelines of the Party and Government, is being transferred to mass production. The system is the tool to apply the policy of digitizing and automating the entire medical examination process, ensuring regulations on disease prevention. The system also helps to electronicize the registration process to apply for and check all kinds of permits, access certificates through different locations, in order to facilitate the travel of applicants and licensees, organize vaccination and testing sessions, and manage trace information on the system managed by the Government. Therefore, reducing the time of applying for and checking, increasing the authenticity of objects through image recognition, unifying electronic medical declaration data on the website provided by the Ministry of Health and the Ministry of Information and Communications:

The system is also being applied to check at pandemic prevention checkpoints; Market inspection: each person entering the market must go through medical control. If the system records that the market goes beyond the specified frequency, the user will be rejected; Class attendance: automatically informs parents about the time their children join the class, warning if they have fever; Office access control, time attendance using facial recognition with QRCode card or identifier on phones or tablets.

The system is installed in the hospital and the isolation area for F0 COVID-19 patients

On September 10, 2021, the Center for Informatics and Computing installed this system at the gate and the lobby on the 1st floor of the Central Building of VAST. The Center for Informatics and Computing has handed over the equipment and directly instructed VAST Office staff to use it, contributing to the prevention and determination to fight against the pandemic throughout VAST.
