Promoting strategic cooperation in the field of space technology between Vietnam Academy of Science and Technology and Japanese partners

On the afternoon of April 24, 2024, at the headquarters of Vietnam Academy of Science and Technology (VAST), Prof. Acad. Chau Van Minh, President received and worked with Mr. Naoki Ito – Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam to discuss the direction to strengthen cooperation between VAST and Japanese partners in the field of science and technology and human resource training. Attending the meeting were also Prof. Acad. Le Truong Giang, Vice President of VAST, Mr. Kobayashi Yosuke, Chief Representative of the Japan International Cooperation Agency (JICA) in Vietnam and Leader of Vietnam National Space Center.

Overview of the meeting

At the meeting, the two sides discussed the progress of the project "Natural disaster prevention and climate change using earth observation satellites" (Project "Vietnam National Space Center") - a key ODA project in the field of high technology between the two countries. The President of VAST highly appreciated the companionship and support of the Government of Japan through units such as JICA, Sumitomo, NEC and JAXA in the process of implementing the project. The project has achieved many important results including completing the construction of technical infrastructure in Hoa Lac, successfully manufacturing the LOTUSat-1 satellite, completing the ground system and training professional human resources for project operation as well as developing high-quality human resources in the field of earth observation satellites in Vietnam.

Prof. Acad. Chau Van Minh and Ambassador Naoki Ito and the delegates also discussed the direction to promote the next phase of the project, especially the completion of the successful launch of the satellite into orbit in the coming time and the effective exploitation of the project's infrastructure and human resources. The two sides agreed to accompany and closely coordinate with relevant agencies of Vietnam and Japan for the "Vietnam National Space Center" Project to develop as a symbol of bilateral cooperation in the field of space technology between the two countries. JICA also affirmed that it will continue to support VAST in technical projects using non-refundable ODA, especially the program to strengthen the capacity of satellite image analysis, contributing to the effective application of the achievements of the "Vietnam National Space Center" Project in practice.

In addition to the field of space technology, the two sides recognize and appreciate the results of long-term and effective cooperation in scientific research and human resource training over the past 30 years between VAST and Japanese research institutions JSPS, co-sponsors dozens of bilateral research projects in fields such as pharmaceutical chemistry, biotechnology, new materials and the environment, with many high-quality joint publications highly appreciated by the scientific community. In particular, in the field of human resource training, VAST and Osaka University of Japan (OU) have coordinated to develop the OU - ASEAN Campus Project, actively contributing to the dual degree training program and student exchange within the framework of the OUICP international program, improving the quality of science and technology human resources for Vietnam and ASEAN region.

The meeting took place in an open, friendly and highly constructive atmosphere. The two sides are committed to continuing to promote the results of cooperation achieved, promoting cooperation in the fields of science and technology and human resource training, making practical contributions to the comprehensive strategic partnership between Vietnam and Japan.
