Promote cooperation in scientific research and training between Vietnam Academy of Science and Technology and Dubna Union Institute of Nuclear Research

Vietnam was the 12th country to accede to the JINR founding convention in 1956 and since 1982, Vietnam Academy of Science and Technology (formerly Vietnam Academy of Sciences) has been assigned by the Vietnamese Government as the plenipotentiary representative to Dubna Union Institute for Nuclear Research (JINR). Before 1990, Dubna Union Institute for Nuclear Research (JINR) was the cradle of training many leading scientists of Vietnam Academy of Science and Technology (VAST) and Vietnam in general. Now, VAST continues to implement many research contents in JINR's key field of nuclear physics, expanding to other scientific fields and applications on the basis of nuclear physics such as radiobiology, materials science, data science, at the same time, actively proposing qualified Vietnamese staff to study, work and build a Vietnamese research team at JINR.

To further promote this cooperation, on January 16, 2024, VAST and JINR held a joint working session, agreeing on a plan to implement research and training activities in 2024. At the meeting, Prof. Acad. Chau Van Minh, President of VAST, expressed his pleasure at the recent results of cooperation between VAST and JINR, especially in the training of young staff and the implementation of joint research projects involving VAST and Vietnamese research units with JINR laboratories through the Vietnamese research group at JINR.

Acad. Grigory Trubnikov – Director of JINR and Vietnam Evaluation Board, represented by VAST, has been a strategic partner of JINR in recent years. In 2023, the two sides implemented many joint activities; Especially, there has been good connection and interaction between scientists to jointly propose six research projects in the 2024-2026 period.

The two sides exchange and discuss in detail

Assoc. Prof. Dr. Tran Tuan Anh, Vice President of VAST, Plenipotentiary Representative of Vietnam at JINR, gave an update on scientific research cooperation activities, training of young staff, JINR introduction activities in Vietnam and the region; and announced the results of the Joint Consultative Council Meeting between Vietnam and JINR in December 2023. With 6 projects approved by the Advisory Council, Vietnamese research units and JINR have been actively implementing as early as January 1/2024. In addition, the two sides will coordinate to finalize the project outline of the joint laboratory construction; JINR information center development project in Vietnam and plan to deploy international classrooms in 2024. In 2024 and beyond, JINR Training Center will coordinate with training units under VAST to cooperate in postgraduate training, especially if there will be a close connection with research projects being implemented between the two sides. JINR is committed to continuing to support and facilitate VAST staff in particular and Vietnam in both studying and settling down in Dubna.

The meeting also mentioned the outcome of the January 15, 2024 working session in Vietnam of the financial advisory group of the Plenipotentiary Representatives of JINR Member States. The finance team listened to JINR and Vietnam's reports on the annuity issue, summarized proposals on appropriate and equitable contribution levels for all member countries, including Vietnam, and reported to the Plenipotentiary Council at its March 2024 meeting.
