Overview of the meeting on March 19, 2025
The meeting was in form of online and face-to-face, attended by leaders of VAST, Standing Committee of the Party Committee, Trade Union and Youth Union of VAST. Main contents of the meeting are: Administrative work; Personnel organization; Financial work; Training and publication information; The consolidation of Party committees and socio-political organizations; and other tasks including technology application and deployment, international cooperation, scientific research.

After listening to the reports on the work progress of the new unit after the arrangement, the difficulties and problems of the units, President Chau Van Minh asked the professional units to assist the President of VAST to support the affiliated units to the maximum, urgently focus on solving the tasks, procedures in the organizational arrangement of the apparatus, issues of planning, finance, handover and management of assets, regimes and policies for public employees and employees, training, information and publication in accordance with the State's regulations to complete the organizational arrangement of the new unit into operation; handle affairs related to units outside VAST of ministries, departments, branches and localities as well as affairs related to international organizations.
In order for the organizational arrangement of the apparatus not to interrupt the professional work, scientific research and training of the unit, to ensure that in-depth professional disciplines must continue to be developed and developed better in accordance with the characteristics of the operation of scientific research agencies, President Chau Van Minh suggested that the leaders be transferred and appointed highly focused, synchronously implement the work so that the new unit can be put into operation immediately. In addition to drastically implementing the work of the new unit, President Chau Van Minh suggested that the leaders of the units should pay special attention to the Party work of consolidated, merged, newly established organizations and organize Party congresses at all levels in accordance with the plan and schedule set out by the Party Committee of VAST.

Previously, implementing the policy of the Politburo and the Government on reviewing the implementation of Resolution 18 on arranging and streamlining the apparatus, adhering to practical principles and requirements, the Standing Committee of the Party Committee and VAST’s leaders focused on leading and directing the drastic implementation of tasks, solutions to ensure the right roadmap and schedule of the plan. Up to now, after three months of implementation, VAST has basically completed the administrative reforms, reducing from 38 to 24 affiliated units (equivalent to a decrease of 36.8%) to ensure synchronization and consistency with the Central Government's arrangement plan and has been reflected in Decree 38/2025/ND-CP dated February 26, 2025 of the Government regulating functions, tasks, powers and organizational structure of Vietnam Academy of Science and Technology. After Decree 38/2025/ND-CP was promulgated, VAST quickly issued synchronous decisions on arrangement, consolidation, merger and establishment of new units, decisions on Party organizations, decisions on regulating the functions, tasks, powers and organizational structure of units of VAST and decisions on transfer and appointment of leaders to manage units subject to consolidation, merger and new establishment.
