Preliminary review of emulation - commendation and reward work in first six months of the year of Emulation Block of ministries of Science - Culture - Society

The emulation block of ministries and branches of Science - Culture - Society consists of 14 units: Ministry of Education and Training, Ministry of Foreign Affairs, Ministry of Science and Technology, Ministry of Culture, Sports and Tourism, Ministry of Health, Ministry of Labor, War Invalids and Social Affairs, Vietnam Social Insurance, Hanoi National University, Ho Chi Minh City National University, Vietnam Academy of Science and Technology, Vietnam Academy of Social Sciences, Vietnam Television, Voice of Vietnam and Vietnam News Agency.
Speaking at the conference, General Director of VNA Vu Viet Trang affirmed: 2024 is a particularly important year in the successful implementation of the Resolution of the 13th Party Congress, the 5-year socio-economic development plan (period 2021 - 2025). The member units of the Bloc continue to deeply grasp President Ho Chi Minh's ideology on patriotic emulation, implementing his advice: "Emulation is patriotism, patriotism must be emulated, emulation people are the most patriotic".
In the first six months of the year, besides opportunities and advantages, each ministry and branch faces its own difficulties and challenges. However, with a sense of responsibility, dynamism and creativity, the emulation and reward work in the Bloc has been maintained and implemented with many new features, close to the practical situation. The 14 units in the Bloc are key agencies, ministries and branches of the country that have made efforts to implement the resolutions, conclusions and directives of the Central Committee, the Politburo, the Secretariat, important decisions on socio-economic development in 2024, achieving many encouraging results in the field of science, culture and society.
These results are thanks to the close attention and direction of leaders of agencies and units for emulation and commendation; the response of all civil servants, public employees and employees in the Block to emulation movements; timely encouragement and reward, arousing the spirit of dedication. Emulation movements are pervasive, associated with the implementation of professional tasks of each unit.
The six-month report of the Emulation Block presented by Deputy General Director of VNA Doan Thi Tuyet Nhung clearly stated: Through the emulation activities of the Block, the member units have concretized the emulation contents and criteria in accordance with the nature, characteristics and actual situation of the unit, creating a vibrant emulation atmosphere, contributing to cheering and promptly encouraging collectives and individuals with excellent achievements in emulation movements. The units also actively build and organize the launch of the patriotic emulation movement to implement tasks and solutions for socio-economic development in general, key tasks of each ministry and branch in the working year; develop plans to implement and respond to emulation movements launched by the Government and the Prime Minister; organize the launch of thematic and irregular emulation movements of each unit.
The emulation movement has contributed to promptly motivating and encouraging the contingent of cadres, civil servants, public employees and employees in the whole Block to promote the spirit of solidarity, unanimity, determination to overcome difficulties, and strive to successfully complete the assigned political tasks. Along with the emulation movement, the commendation and reward work is also proactively implemented by units in a timely manner, praising the right people and the right jobs, focusing on collectives and individuals with excellent and outstanding achievements, direct employees in order to encourage the spirit of enthusiasm to work and dedicate. The quality of commendation and reward has been improved, thematic commendation and reward have been focused on regular implementation; the consideration of titles and awards is in accordance with the process and provisions of law. The emulation review is carried out democratically, openly and transparently, creating a spirit of solidarity and unity in all agencies and units.
From now until the end of the year, the Emulation Division of the ministries of Science, Culture and Social Affairs will continue to respond to and well implement the emulation movements launched by the Prime Minister: "The whole country joins forces to build a new countryside", "For the poor - No one is left behind", "Cadres, civil servants and public employees emulate the implementation of office culture", "The whole country emulates the construction of a learning society, promotes lifelong learning in the period of 2023 - 2030", and "Promotes the development of synchronous and modern infrastructure; practicing thrift and anti-waste”.
Along with that, the Emulation Division continues to improve the quality of emulation and commendation work, ensuring timeliness, compliance with regulations, publicity and transparency; promote the propagation and dissemination of legal documents on emulation and commendation; study and develop plans for the implementation of the Patriotic Emulation Congress at all levels, moving forward to the 11th National Patriotic Emulation Congress; study and develop forms and measures to detect and replicate new management models and advanced examples; strengthen professional training for officials in charge of emulation and reward at units.
