At the working session, Assoc. Prof, Phan Van Kiem, a representative from VAST, made a report on VAST’s implementation of the Party policies and State laws on science and technology over the past time. VAST and its Party Committee has always instructed its units and party committees to strictly carry out regulations of the Party and State on science and technology. Now, regulations of the Party and State on science and technology are concretized into a document system, including more than 30 regulations promulgated by VAST, helping to implement regulations effectively. VAST has also carried out science and technology tasks, applied and transferred technology, and promoted international cooperation.
VAST is trying its best to concretize and implement policies of the Party and the State, especially Resolution 20 NQ/TW of January 1st 2012, of the Party Central Committee on restructuring science and technology system without structural disorder, said Prof. Acad. Nguyen Van Hieu. In 2013, VAST made a project on the establishment of nine outstanding centers on basic research, application research and basic research in combination with application research to solve national science and technology problems. In June 2014, the President of VAST decided to establish three pilot outstanding centers, which will operate in January 2015. Each center will be the first of a number of outstanding open science and technology centers in Vietnam. VAST will pioneer the implementation of Resolution 20 NQ/TW.
Scientists discussed at the working session
In the framework of the working session, participants discussed issues related to the renovation of science and technology policies, solutions to science and technology human resource development; financial mechanisms for research activities; international cooperation; application development and technology transfer, sector and local cooperation; preferential policies to attract talents; staff, salary and preferential policies for scientists, especially those in atomic energy; criteria for professional title for scientists.
Addressing the working session, Mr. Nhan, appreciated the achievements made by VAST over the past time. He also thanked scientists who expressed their ideas on national science and technology activities. He highlighted the VAST’s breakthroughs in the establishment of three outstanding centers and asked the Ministry of Science and Technology to take care for his model in order to expand in several major universities.

Mr. Nhan said that the development of human resources and new financial mechanisms will be the focus of the programme on supervision and opponent of the Vietnam Fatherland Front in the future. He asked leaders of VAST and scientists to study and make plans on the development of human resources for science and technology, and the renovation of financial mechanisms in the future. With the role of supervision and opponent in the implementation of the Party and State, and representing people’s interests, Mr. Nhan pledged to continue to accompany with scientists from VAST in particular and nationwide in general to contribute to promoting science and technology development and creating additional human resources for national development.
