Overview of the Party Congress of the Office for the 2025–2030 term
The Congress took place in a nationwide atmosphere of emulation and celebration ahead of the Party Congresses at all levels, leading to the 14th National Party Congress. Its objectives were to review the implementation of the Resolution from the 2020–2025 term, assess achievements of the past term, discuss and adopt reports and action plans for the 2025–2030 term, contribute feedback on draft documents for the 14th National Party Congress and the Political Report to be presented at the 9th Congress of VAST Party Committee, elect the Executive Committee of the Party Committee of the Office for the 2025–2030 term, and elect a delegation to attend the 9th Congress of VAST Party Committee.

During the past term, the Party Committee of the Office maintained unity and upheld the principle of democratic centralism, achieving strong consensus and fulfilling all assigned tasks. It led the reorganisation and streamlining of its subordinate units, improving efficiency and effectiveness. The Party Committee was consecutively recognised as an Outstanding Clean and Strong Party Unit in 2020, 2021 and 2022, Excellent Completion of Tasks in 2023, and Good Completion of Tasks in 2024. Also in 2014, it received a Certificate of Merit from the Party Committee of Central Agencies Bloc for Outstanding Completion of Tasks for Five Consecutive Years (2019–2023). The Office was also awarded the Emulation Flag for Leading Unit from 2020 to 2022 and the title Outstanding Collective from 2020 to 2024 by the President of the Academy, and received a Certificate of Merit from the Minister of Public Security for its contribution to the “All-People Movement to Safeguard National Security” (2022).
The Office Trade Union was awarded the Emulation Flag (2022) and a Certificate of Merit (2021) by the Vietnam Public Sector Union, and received Certificates of Merit from the Academy’s Trade Union (2020, 2023, 2024). The Ho Chi Minh Communist Youth Union Branch for the units supporting the President of the Academy received annual Certificates of Merit from the Academy’s Youth Union. The Party Committee successfully fulfilled all targets set in the 2020–2025 Resolution.
The Congress unanimously approved the strategic directions, goals, tasks, and solutions for the 2025–2030 term presented by the Presidium. Specific targets include: 100% of Party members to study, understand, and implement Party resolutions at all levels; 100% of officials and members to register and adhere to the movement “Study and follow Ho Chi Minh’s ideology, morality and lifestyle”; 100% of Party members to attend meetings as stipulated by Party regulations; to admit 3–5 new Party members meeting all criteria and standards; to ensure 100% of members complete tasks well, with 3–5 members achieving outstanding performance each year; and for the Party Committee of the Office to be rated as Excellent Completion of Tasks throughout the term.

The new Executive Committee makes its debut at the Congress
The Congress elected five qualified, capable, and reputable members to the Executive Committee for the 2025–2030 term, demonstrating continuity, inheritance, and innovation. It also elected a delegation to attend the 9th Congress of the Academy’s Party Committee, consisting of three official delegates, one alternate, and one ex officio delegate. The Congress unanimously adopted the Resolution of the Party Committee of the Office for the 2025–2030 term and approved the Action Plan for its implementation.
After a period of urgent, serious, united, democratic, intellectual, and responsible work, the Party Congress of the Office for the 2025–2030 term successfully completed all its content and agenda.
