Opening of the International Scientific Workshop on the Role of the Legal and Technical Committee of the Seabed Authority in Managing Activities in the Region

On the morning of November 28, 2025, the Ministry of Foreign Affairs, in collaboration with Institute of Oceanography - VAST, organized an international scientific workshop on the role of the Legal and Technical Committee of the Seabed Authority in managing activities in the region, held in Nha Trang, Khanh Hoa province. The workshop was attended by over 100 delegates, including officials, experts, scientists, and researchers from domestic and international organizations such as the Legal and Technical Committee, central and local ministries/agencies, universities, and research institutes in the fields of marine law and scientific research.

In her opening remarks at the workshop, Deputy Minister of Foreign Affairs Nguyen Minh Hang emphasized the important role of the Seabed Authority (ISA) and the Legal and Technical Commission (LTC) in managing and promoting the responsible, efficient, and sustainable use of resources in the region in accordance with the 1982 United Nations Convention on the Law of the Sea, the "Constitution of the Ocean". These bodies not only help apply the principle of the common heritage of humanity but also implement a balanced approach between exploitation and conservation, facilitating equitable benefit sharing, enhancing marine scientific research, and raising environmental protection responsibilities in the region.

Referring to some of the outstanding work of the Legal and Technical Committee, such as issuing recommendations on environmental impact assessments of mineral exploration activities in the Region, Deputy Minister Nguyen Minh Hang highly appreciated the professional work and important role of the Committee's experts in assisting ISA in carrying out its tasks, especially in the context of the seas and oceans facing many major challenges. In addition, Vietnam has increasingly participated proactively and made substantial contributions to the work of ISA and LTC, having previously served as a member of the ISA Council and having an expert (Assoc. Prof. Dr. Dao Viet Ha – Director of the Institute of Oceanography - VAST currently a member of the Legal and Technical Committee.

Speaking at the workshop, Assoc. Prof. Dr. Dao Viet Ha expressed his appreciation and high regard for the role and practical contributions of the Committee over the past period, thanks to which ISA has effectively and responsibly completed its tasks, especially in the work of protecting the marine environment and promoting the sustainable use of ocean resources. Assoc. Prof. Ha is proud to be a member of the Committee and commits to continuing to actively and proactively contribute to the Committee's work.

Within the framework of the discussion sessions, speakers and delegates will discuss the role and contributions of the Commission and other international bodies in protecting and preserving the marine environment, assess recent developments and their impact on the work of the LTC; and discuss the role of Vietnam.

The Legal and Technical Committee (LTC), a body under the Seabed Authority (ISA), is a body of experts nominated by ISA members and elected by the ISA Council to carry out assigned tasks. The current LTC comprises 41 members from 41 different countries across the globe, elected in 2022 for a five-year term beginning in January 2023.
 
This agency is responsible for managing the exploration and exploitation of non-biological resources on the seabed and subsoil outside national jurisdiction, also known as the Zone, where resources enjoy the status of "common heritage of humanity" and are shared equitably among nations.
