Official launch of 02 type II scientific centers under the auspices of UNESCO: the International Center for Physics (ICP) and the International Center for Mathematical Research and Training (ICRTM)

On October 29, 2021, International Center for Physics (ICP) and International Center for Mathematical Research and Training (ICRTM) were officially launched in Hanoi. The event is organized by Vietnam Academy of Science and Technology (VAST) in collaboration with Ministry of Science and Technology. The launching ceremony of 02 Centers took place directly at Hoang Tuy Hall, building A6, Institute of Mathematics, and online connecting with international bridgeheads. Attending the ceremony were Assoc. Prof. Dr. Tran Tuan Anh, Vice President of VAST; Mr. Nguyen Hoang Giang, Deputy Minister of Science and Technology; Mr. Mai Phan Dung, Secretary General of the National Committee of UNESCO Vietnam; Ms. Pham Lan Huong, Head of Natural Science Department representing UNESCO Office in Hanoi. Prof. Alessandro Arezzo, Head of the Mathematics Department of the International Center for Theoretical Physics (ICTP) and Ambassador Le Thi Hong Van, Head of the Vietnamese Delegation to UNESCO attended online.

Mathematics and Physics are two basic sciences, which have been developed since ancient times, taught and studied from elementary to advanced levels, in all countries and peoples around the world and are the foundation for much of modern science.Institute of Mathematics and Institute of Physics were the first units established in the process of building Vietnamese science, making an important contribution in the early days of establishment of Vietnam Academy of Sciences, now is Vietnam Academy of Sciences and Technology. Prof. Acad. Tran Dai Nghia, Prof. Hoang Tuy, Prof. Acad. Nguyen Van Hieu are mathematicians and physicists of VAST who are respected in the Vietnamese and international scientific community.

When developing a project to develop international science centers, together with Ministry of Science and Technology, VAST proposed to choose the fields of Mathematics and Physics. With support from relevant agencies of Vietnam and UNESCO, the UNESCO General Assembly in its 38th session in 2015 with 195 member countries approved the establishment of International Center for Research and Mathematics Training and International Physics Center - Type II Center under the auspices of UNESCO, located at Vietnam Academy of Science and Technology - the scientific research agency of the Government of Vietnam. Immediately after being approved by the UNESCO General Assembly in 2015, two centers have conducted training and research activities in physics and mathematics at international level in the form of classes, conferences, seminars, supporting young talents of Vietnam, Southeast Asia, towards a number of countries in the African region; at the same time, initially organize groups. Besides, activities contributing to the promotion of scientific knowledge to the community are also interested, in order to diversify the activities of the two centers.

Speaking at the event, Deputy Minister of Science and Technology Nguyen Hoang Giang said that UNESCO's recognition and sponsorship of the two centers affirms Vietnam's scientific position on the world scientific map, helps deepen integration with the region: "Through these two science centers, Vietnam wishes to contribute to the science of the ASEAN region and the world”. ICP and ICRTM will actively contribute to the implementation of strategic goals for science and technology development, realizing the Government's international commitments; at the same time, creating trust, improving the prestige and position of the country, helping Vietnamese science to integrate deeply with the region and the world. Deputy Minister Giang also affirmed that the Ministry of Science and Technology always accompanies, supports and creates necessary conditions for the two centers to operate effectively, actively participate in UNESCO's programs and achieve the common goals set by UNESCO.

In the coming time, two Centers will have the following main areas of activity: (1) International-level physics and mathematics training, (2) International-level physics and mathematics research, (3) Advise policy makers, educators,  public in the fields of physics and mathematics. The Training segment will be implemented by two Centers from this year, with 4 main categories: Talent and Advanced Training; Postgraduate level training in physics and mathematics; Postdoctoral training in physics and mathematics, Curriculum development, selection process, management, financial support for international master's and doctoral degrees in physics and mathematics through scientific research programs and projects. These programs are available to citizens of Vietnam and some countries in the region in need, as well as in some African countries. In terms of research, two Centers will organize research groups and topics to build strong research groups, reaching regional and international levels, with emphasis on the participation of foreign mathematics and physicists. At the same time, promote regional and international cooperation in physics and mathematics research (organization of international seminars; regional and international scientific exchanges; development and participation in regional and international programs and projects).

In addition, two Centers are also responsible for organizing international cooperation activities, including:In cooperation with UNESCO's International Program in Basic Sciences (IBSP), the International Center for Theoretical Physics (ICTP) in Trieste (Italy) and other scientific organizations, organizes scientific events and transfer of knowledge in physics and mathematics (classes, seminars, conferences, seminars) in accordance with UNESCO's programs. Moreover, the two Centers will also cooperate in research and application of physics and mathematics with domestic and international universities and research institutes, with special attention to ASEAN countries, Asia - Pacific and Africa.Cooperation activities include: exchanging short-term experts, sending Vietnamese experts to teach short-term classes, participating in conferences and seminars, welcoming experts and students from other countries to study and work at the center.

Mr. Mai Phan Dung, Secretary General of the National Committee of UNESCO Vietnam, assessed that these two type II centers play an important role in building the vision and mission of specialized research and training, consistent with UNESCO's policies and strategies, contributing to the promotion of international cooperation in the professional fields of member countries. He said that UNESCO currently recognizes 98 science centers of type II, of which 49 are in the field of natural sciences. In which, Vietnam has two centers, accounting for a large number of 200 members. Vietnam, Malaysia, Thailand and Indonesia are four countries of ASEAN with type II centers recognized and sponsored by UNESCO.

On behalf of the leaders of the Vietnam Academy of Science and Technology, Vice President Tran Tuan Anh congratulated the launch and introduced two centers to the domestic and foreign scientific research community and thanked for support from relevant agencies to put two centers into operation.Vietnam Academy of Science and Technology will always support and create maximum conditions for two centers to fulfill their commitments to UNESCO; meantime, he believes that with the support of UNESCO, the UNESCO Office in Vietnam, relevant UNESCO organizations, as well as Ministry of Science and Technology, two centers will have many breakthroughs with new successes.
