National Research University Higher School of Economics (HSE) of Russia visits Vietnam Academy of Science and Technology: Opening a new chapter in high-tech cooperation

The HSE delegation was led by Ms. Valeriia Gorbacheva, Director of the Department of Multilateral Strategic Projects. The meeting was chaired by Dr. Nguyen Hoang Duong, Vice Director of the Department of International Cooperation.
Also attending the meeting were representatives from Institute of Mathematics, Institute of Information Technology, Graduate University of Science and Technology, University of Science and Technology of Hanoi (USTH), and Center for High Tenology Research and Development.

Scientific and Technological Strengths of HSE
HSE, a public, research-oriented, and international university, is consistently ranked among the top universities in Russia and worldwide in fields such as Economics, Social Sciences, Political Science, Computer Science, and Artificial Intelligence (AI). The university currently has around 47,000 students and postgraduate researchers, including nearly 10,000 international students from more than 100 countries.
In terms of reputation and quality of education, the Faculty of Computer Science and Mathematics at HSE continuously holds high positions in international rankings and has been recognized by Russia’s leading technology consortium, including Yandex, as the best university in the country in this field (rated A++). The university’s excellence in training has been demonstrated by its team winning the world championship at the 2023 International Collegiate Programming Contest (ICPC).
HSE also hosts the National AI Research Center. It is one of six institutions in Russia selected by the government to establish such a center, tasked with developing practical AI applications in key sectors such as economics, healthcare, and environmental science.
The university’s research capacity is reflected through a network of over ten internationally accredited specialized laboratories, including a Big Data Analytics Laboratory that collaborates with the Large Hadron Collider (LHC) in Switzerland, and another laboratory working directly with Yandex — often referred to as “the Google of Russia.”
Shaping the Future of Telecommunications: The HSE Institute for Telecommunications Research and Development is pioneering work on reliable 6G technologies, with the goal of ensuring Russia’s technological autonomy. Its main research directions include applying AI to optimize 5G-Advanced and 6G networks, developing Industrial Internet of Things (IoT) systems, and enhancing satellite-to-ground communication networks.
Strategic Areas of Cooperation
The two sides discussed prospects for promoting collaboration in key areas such as mathematics, computer science, telecommunications technology, media, and high-quality human resource training.
In-depth Collaboration in Mathematics: The most tangible example is the ongoing joint research project between HSE and the Vietnam Institute of Mathematics, titled “Flexibility and Computational Method,” focusing on algebraic geometry. The project’s breakthrough lies in the combination of pure mathematical theory and computational applications, with the ultimate goal of developing an open-source software platform and database by next year.
Academic Exchange and Project Development: Both sides agreed to discuss plans for student and researcher exchanges between universities and research institutes, as well as to organize regular online seminars. Notably, a major plan includes hosting a joint scientific conference in Russia in 2026. In addition, HSE offers dual-degree programs and student exchange initiatives with many of the world’s leading universities.

Dr. Anna Tyshetskaya affirmed that HSE is ready to expand cooperation with VAST, considering it one of the university’s strategic priorities in its internationalization process.
The visit by the HSE delegation marked a new chapter, linking HSE’s outstanding computational capabilities in AI and telecommunications with VAST’s strong foundation in fundamental research. This collaboration promises to deliver practical scientific breakthroughs and further strengthen the comprehensive strategic partnership between Vietnam and Russia.
