National Assembly's Committee on Science, Technology and Environment works with Vietnam Academy of Science and Technology on the Law on Science, Technology and Innovation
Mr. Nguyen Phuong Tuan - Deputy Chairman of Committee of Science, Technology and Environment was the head of the delegation and chaired the meeting. Co-chaired by Prof. Dr. Tran Tuan Anh – Vice President of Vietnam Academy of Science and Technology and representatives of officials of the two agencies.
Overview of the meeting
Speaking at the meeting, on behalf of the delegation, Mr. Nguyen Phuong Tuan - Deputy Chairman of Committee on Science, Technology and Environment of National Assembly announced the orientation of the delegation's work program with Vietnam Academy of Science and Technology. Mr. Nguyen Phuong Tuan expressed his appreciation for the achievements and history of VAST’s 50 years of establishment and development. Vietnam Academy of Science and Technology is the leading research agency of the country, the delegation wishes to listen to the concerns and problems of scientists in the practice of scientific research and technology implementation, propose recommendations and solutions to adjust in the draft Law on Science, Technology and Innovation are coming to be evaluated.
Receiving and working with the delegation, Vice President Tran Tuan Anh said that Vietnam Academy of Science and Technology is the country's leading scientific research agency. With the dedication of scientists, management leaders, Vietnam Academy of Science and Technology has made remarkable growth from perfecting the organizational structure, developing human resources, especially high-level human resources, developing research infrastructure to promoting scientific and technological activities, advising the Party and the Government, developing more and more strongly to effectively serve the development of science and technology, socio-economic development and security and defense of the country.

According to the Party's policy, specifically in Resolution 19-NQ/TW, Resolution of the 13th National Congress, Resolution 45-NQ/TW, Resolution 57-NQ/TW, it is necessary to promote research, transfer, application and strong development of science and technology and focus on investing in the development of a number of research organizations basic sciences and applied sciences reach the regional and world level, of which Vietnam Academy of Science and Technology is the preferred organization. With such attention, Vietnam Academy of Science and Technology is actively researching and developing a project to develop the Institute in the direction of proposing policies and solutions to expand, form more advanced and specialized research units and new directions, propose specific policies to recruit talents, high-quality human resources to soon implement the Party's guidelines and Resolutions of the Central Committee and the Politburo.

At the meeting, the delegation also listened to Dr. Nguyen Le Minh, Deputy Director of the Planning and Finance Department, Vietnam Academy of Science and Technology presented on the results of scientific and technological activities and the difficulties and obstacles of Vietnam Academy of Science and Technology in the implementation of the Law on Science and Technology.
After the presentation of the representative of Vietnam Academy of Science and Technology, the delegates attending the meeting exchanged and discussed many contents related to the organization of personnel, financial mechanisms, difficulties and obstacles in the implementation of scientific and technological activities, international cooperation in science. The delegates also made a number of proposals in adjusting and supplementing articles to suit and meet the requirements of the resolutions of the Party, the National Assembly and the Government on scientific, technological and innovation development such as: Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in scientific development, technology, innovation and national digital transformation, Resolution 193/2025/QH15 dated February 19, 2025 of National Assembly on piloting a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation and national digital transformation, Resolution 107/NQ-CP dated July 9, 2024 of the Government promulgating the Government's Action Program to implement the Resolution 45-NQ/TW dated November 24, 2023 of the XIII Party Central Committee on continuing to build and promote the role of intellectuals to meet the requirements of rapid and sustainable national development in the new period.
Delegates exchange at the meeting
At the end of the meeting, Mr. Nguyen Phuong Tuan and members of the delegation highly appreciated the report of Vietnam Academy of Science and Technology. Mr. Nguyen Phuong Tuan also asked VAST to review and complete the contents of the report, specific and detailed, practical for each issue that needs to be clarified, helping the delegation grasp many practical contents because these are the issues summarized by Vietnam Academy of Science and Technology in the implementation process. For the contents of exchanges and discussions, the delegation will record and report information to the superior functional units. Mr. Nguyen Phuong Tuan expressed his hope that after this meeting, the two sides will continue to connect and send direct contacts to quickly comment on improving the Law on Science, Technology and Innovation.
After half a day of working in the spirit of urgency, seriousness, listening and absorbing opinions, the working session between the Working Delegation of Committee on Science and Technology of National Assembly and Vietnam Academy of Science and Technology was a great success.
