Meeting of VAST Steering Committee on Science, Technology, Innovation, Digital Transformation, and Administrative Reform

During the first six months of 2025, VAST consistently updated information on assigned tasks within the stipulated deadlines through the Monitoring, Evaluation, and Supervision System for the implementation of Resolution 57-NQ/TW and the Digital Transformation Project in Party agencies managed by the Central Office of the Party, as well as through the Information System for Monitoring and Evaluating the implementation of Resolution 71/NQ-CP of the Ministry of Science and Technology.
VAST has been focusing on carrying out research activities in accordance with its functions and assigned tasks, concentrating on several key areas as follows:
- Closely coordinate with the Ministry of Science and Technology and other relevant ministries and agencies in drafting the National Assembly resolution piloting certain policies to remove obstacles in science, technology, and innovation activities. Most recently, VAST contributed feedback on the draft Law on Science, Technology, and Innovation prepared by the Ministry of Science and Technology; the law was approved by the National Assembly on June 27, 2025.
- Focus on finalizing important proposals for submission to the Government and implementing projects assigned by the Party Central Committee, the Government, and the Prime Minister.
- Concentrate on research and development of technologies serving green economic development and climate change response.
- Continue implementing research projects and scientific tasks in VAST’s priority S&T directions, including the Physics Development Program until 2025, the Mathematics Program, the Basic Research Development Program in Chemistry, Life Sciences, Earth Sciences, and Marine Sciences during 2017–2025, the Digital Transformation Program, and the Industry 4.0 Technology Program.
- Continue implementing the program for the development of excellent research groups to establish strong research teams within VAST’s affiliated units in basic and applied research areas at international standards, contributing to the training of high-quality human resources.
- Continue implementing the program to attract young scientists to work at VAST, and develop programs to attract Vietnamese PhD students, interns, and science and technology experts studying and working abroad, as well as foreign scientists to work at VAST.
- Promote the implementation of cooperative activities according to plans with traditional partners such as the Russian Federation, Belarus, France, Japan, South Korea, Laos, Poland, the Czech Republic, Bulgaria, Hungary, etc.; strengthen collaboration with member countries in multilateral international scientific organizations in which VAST participates; and foster new cooperation links with partners in the Americas, Western Europe, and Eastern Europe
- Focus on extensive communication and raising awareness among VAST officials and employees about Resolution 57-NQ/TW, Resolution 03/NQ-CP, and launch emulation movements to maximize the potential of scientists and related organizations and enterprises in implementing the revolution in science, technology, innovation, and digital transformation
Regarding administrative reform tasks, VAST has seriously implemented Resolution 18-NQ/TW dated October 25, 2017, of the 12th Central Committee on continuing to innovate and streamline the organizational structure of the political system for effective and efficient operation, reducing 14 units out of 38 units (equivalent to a 36.84% reduction of affiliated units). VAST has also strictly implemented Resolution 76/NQ-CP, thereby raising awareness among leaders and staff about policies and solutions for administrative reform, particularly reforms in administrative procedures, civil service, enhancing discipline and administrative order, and building an e-Government and digital government.
Continue implementing tasks under the overall state administrative reform program for 2021–2025 at VAST, such as reviewing regulations and internal guidelines on personnel management and the management of VAST-level research projects/tasks, amending, supplementing, and replacing them in line with new circulars from relevant ministries and agencies.
Disseminate and propagate administrative reform activities in alignment with the implementation roadmap of objectives and tasks of the 2021–2025 overall state administrative reform program at VAST. Integrate information and propaganda on state administrative reform with the dissemination and education of Party policies and State laws on legislative reform, judicial reform, and the construction of a socialist rule-of-law state of the people, by the people, and for the people.
Additionally, VAST has focused on implementing tasks related to digital transformation in Party agencies, governmental units, and local authorities, as well as tasks under Project 06/CP.
For the second half of the year, VAST will continue to focus on closely following and effectively implementing the assigned tasks under Resolution 57-NQ/TW dated December 22, 2024, of the Party Central Committee on breakthroughs in the development of science, technology, innovation, and digital transformation, and the Government Resolutions 03-NQ/CP dated January 9, 2025, and 71-NQ/CP dated April 1, 2025, regarding the implementation of Resolution 57-NQ/TW, along with VAST’s action plan under the Government’s implementation program (issued by Decision 116/QD-VHL dated January 24, 2025, by the President of VAST). Properly implement projects assigned by the Party Central Committee and the Secretariat; major projects and tasks assigned by the Prime Minister; develop, propose, and organize the implementation of national-level science and technology programs aligned with VAST’s multi-disciplinary strengths; direct the implementation and continue developing key S&T tasks in line with the strategic technology and strategic product list of VAST. Continue to focus on developing science and technology infrastructure, especially advanced equipment and technologies, to enhance basic scientific research capacity and create transferable products. Continue implementing administrative reform tasks as outlined in Plan 489/KH-VHL dated March 4, 2025, for VAST’s administrative reform in 2025.
