Linking basic research force and applied research force

On the morning of August 19, 2025, in Hanoi, Professor and Academician Chau Van Minh, Member of the Party Central Committee and President of Vietnam Academy of Science and Technology, attended the groundbreaking ceremony of the Viettel Research and Development Centre. The event was organized by the Military Industry and Telecoms Group (Viettel). It was part of the nationwide programme of inaugurating and launching 250 projects at 80 sites across the country to celebrate the 80th anniversary of the August Revolution and National Day of the Socialist Republic of Vietnam (September 2, 1945 – September 2, 2025). Also attending the groundbreaking ceremony of the Viettel Research and Development Centre at the Hoa Lac Hi-Tech Park were Senior Lieutenant General Nguyen Quang Ngoc, Member of the Party Central Committee and Deputy Chief of the General Staff of the Vietnam People’s Army; and Lieutenant General Tao Duc Thang, Chairman and General Director of Viettel.

The Viettel Research and Development Centre project represents an investment of 10,000 billion VND on a 13-hectare site at the Hoa Lac Hi-Tech Park. The complex will consist of six smart buildings and is scheduled for completion by 2030. It will serve as a key research and development (R&D) hub, encompassing the entire process from research, design, prototyping to the production of high-tech “Made in Vietnam” products.

The centre is expected to employ 2,500 highly qualified staff, meeting the requirements and orientations of the Party, the State and the Ministry of National Defence in the field of research and production of military equipment, contributing to the modernisation of the armed forces, enhancing combat capacity and strengthening the defence of the nation in the new context.

Speaking at the event, Professor and Academician Chau Van Minh emphasised that the Viettel Research and Development Centre would not only be a place to study core technologies for both defence and civilian purposes, but also a new environment for cooperation, where scientific advances from the laboratory could be rapidly applied in real life. In the coming time, the Vietnam Academy of Science and Technology stands ready to accompany Viettel in many fields – from sharing the results of basic research, cooperating in the application of new technologies, to training and developing the next generation of scientists. He expressed his confidence that “the connection between basic research forces and applied research forces” would create a synergistic strength, contributing to the realisation of the aspiration to make Vietnam a strong nation in science, technology and innovation.

Lieutenant General Tao Duc Thang, Chairman and General Director of Viettel, stated that at present, across the country, the spirit of emulation to achieve accomplishments in celebration of the 80th anniversary of the August Revolution and National Day on September 2 is being spread vigorously. In harmony with this spirit, along with 248 other projects nationwide, Viettel is solemnly holding the groundbreaking ceremonies for two key projects: the Viettel Research and Development Centre and the Viettel Data Centre at An Khanh Industrial Park. These projects reflect the aspiration to rise and the belief in a strong and prosperous future for Vietnam. Once operational, the Centre will support research and development of military, civilian and dual-use products; serve the strategy of high-tech industrial research and production; and fulfil the defence and security missions of Viettel in line with the orientations of the Party, the State and the Ministry of National Defence.
