Increasing scientific cooperation with Russian and Belarusian partners
During the working time with RFBR, the two sides reviewed the achievements over the past 10 years. Since 2007, 376 cooperation proposals have been made, attracting over 600 Russian scientists and nearly 700 Vietnamese scientists, with 93 proposals (accounting for 24.7% of the total) being agreed to receive capital for realization. Notably, the proposals focused mainly on biological and medical areas (accounting for 41%), chemical and materials sciences (accounting for 15%). Many research results have been announced on prestigious international magazines by VAST and RFBR scientists.
To increase cooperation and facilitate the condition for Vietnamese scientists outside VAST to join the program, the two sides agreed to sign a new memorandum of understanding in 2016. VAST will be an agency to call on and fund the projects from the Vietnamese side, and the two sides will co-chair an international workshop in Vietnam in February, 2016 on the occasion of the 10th anniversary of scientific cooperation between VAST and RFBR. VAST and RFBR delegations also discussed the expansion of multilateral cooperation and agreed to work with the French National Centre for Scientific Research (CNRS) to jointly carry out three-party cooperation activities. The RFBR side informed of its short-term assistance program (6 months) for Vietnamese young scientists (under 35 years old) to work in the laboratories of the Russian Federation. On the afternoon of October 23, 2015, the two sides signed a MoU on the matters discussed, approved and co-funded 10 bilateral cooperation missions to be carried out in the 2016-2017 period.

As an academic of VAST, Academic Chau Van Minh paid working visits to the Institute of Physics, the Institute of Technical Physics, the Institute of Natural Resources, the Institute of Biotechnological Research and the Cell Research Centre of the Institute of New Materials Chemistry of NASB. Speaking after hearing the general report on the work of the institutes in 2015, Academic, Chau Van Minh highly appreciated the results of research by NASB. He discussed cooperation in technology transfer in unmanned airplanes; research in the application of sediments at the bottom of water lakes and peat products for medical treatment, cleaning up the environment and producing fertilizer for agricultural production; cooperation in stem cell research for medical treatment; making a proposal on co-funding biodiversity research projects and discovering bio-active compounds to serve the pharmaceutical industry in both Vietnam and Belarus and the transfer of manufacturing technology for fireproof fabric.
On October 10, 2015, Academic, Chau Van Minh, VAST President and Academic Gusakov, NASB President witnessed the signing of a series of cooperation deals, including the signing of the project on transfer of technology of unmanned airplane between Institute of Applied Physics and Scientific Instrument (VAST) and the Institute of Heat Research (NASB); the signing of cooperation between the Institute of Space Technology (VAST) and the Geographic Information System Company (NASB); the signing of cooperation between the Institute of Natural Resource Management (NASB) and the Institute of Marine Biochemistry (VAST). The working minutes between VAST and NASB was also signed in which the two sides showed their consensus over the above issues and discussed the cooperation deals to be signed during the visit to Vietnam in early December, 2015 by President of the Republic of Belarus Alexander Lukashenko.
During the working time in Belarus, Academic Chau Van Minh and VAST delegation visited the embassy of the Socialist Republic of Vietnam in Belarus and informed the embassy staff of the results reached by the delegation. On the afternoon of October 29, 2015, the VAST delegation returned home, concluding a successful working visit to the Russian Federation and the Republic of Belarus.
