Government Decree on Vietnam Academy of Science and Technology

On December 25th, 2012, the Government issued Decree 108/2012/NĐ-CP defining the functions, tasks, powers and organizational structure of the Vietnam Academy of Science and Technology (VAST). The decree comes into effect on February 19th 2013, replacing Decree 62/2008/NĐ-CP dated May 12th 2008 of the Government, defining VAST’s functions, tasks, powers and organizational structure.


Accordingly, VAST is a governmental office, with the duty of conducting basic studies on natural sciences and developing technology; providing scientific foundation for science and technology management and building policies, strategies and plans on socio-economic development; and training high-quality science and technology human resources according to the regulations of law.

VAST implements the following basic tasks and powers:

To submit to the Government the draft Decree regulating, revising and supplementing the functions, tasks, powers and organizational structure of VAST; strategy, plan, programmes, long-term, five-year and annual plans, projects and important projects of VAST.

To submit to the Prime Minister decisions on new establishing, renaming, re-organizing, and dissolving organizations and units under VAST under the power of the Prime Minister.

Regarding science and technology research:

a) To basically research natural science and develop technology in the fields of maths, physics, chemistry, biology, biotechnology, information technology, electronics – automation, space technology, material sciences, biodiversity and biological activities, earth science, marine science and technology, environment and energy, environment and energy, disaster prevention and minimization;

b) General research on natural resources, natural and environmental conditions;

c) Implement, apply and transfer results of science and technology studies;

d) Propose and preside over the implementation of important state-level science and technology programmes according to the assignment of state agencies.

To train high-quality science and technology human resources; to provide post-graduate training on natural sciences and technology according to the regulations of law.

To provide knowledge, results and research on science and develop technology to meet the demand of the developing science and technology market.

To take part in appraising technology standard, approving economic and technical data on key constructions of the state and localities according to assignment of state agencies.

Regarding organizational structure, VAST has 38 units; one president and no more than four vice presidents. The VAST president, appointed and dismissed by the Prime Minister, holds responsibility before the Government and Prime Minister for all activities of VAST.
