Developing a Cooperation Roadmap on Energy and Strategic Technologies Between Vietnam Academy of Science and Technology and the National Research University "Moscow Power Engineering Institute"

Within the framework of activities to promote scientific and technological cooperation between Vietnam and the Russian Federation during the Vietnam-Russia Year of Science and Education 2026, on June 10, 2026, a delegation from Vietnam Academy of Science and Technology (VAST), led by Prof. Dr. Tran Tuan Anh, Vice President of VAST, held a working session with the National Research University "Moscow Power Engineering Institute" (MPEI) in Moscow, Russian Federation.

Under the co-chairmanship of MPEI Rector Nikolai Rogalev and VAST Vice President Tran Tuan Anh, the two sides held in-depth discussions on substantive training and research cooperation in key areas. Regarding green energy, both sides focused on hydrogen technology, hydrogen integration with renewable energy, autonomous power systems, and the application of AI in monitoring and operating energy systems. Concurrently, the two sides aim to provide smart energy solutions for coastal areas, islands, and specific infrastructure sectors in Vietnam. In the fields of nuclear energy and advanced materials, both sides promote coordination between specialized institutes of VAST (the Institute of Materials Science, the Institute of Chemistry, and the Institute of Physics) and MPEI in nuclear physics research, reactor operation, as well as materials for energy infrastructure, heat-resistant, anti-corrosive, and nanomaterials.

The close cooperation model between MPEI and leading technology and energy corporations, such as Rosatom, along with numerous enterprises, serves as a prime example of an effective connection between "Universities - Scientists - Businesses". This is considered a valuable lesson learned for Vietnam as the country promotes its innovation ecosystem and strengthens this "triple helix" linkage.

In addition, the two sides exchanged views on the potential for cooperation in new interdisciplinary research (AI, quantum technology, and advanced materials). Previously, the VAST delegation attended the Quantum BRICS Forum in Russia to expand international network connections in the field of quantum technology and next-generation foundational technologies.

At the working session, VAST and MPEI agreed on and approved the contents of a Memorandum of Understanding (MoU) aimed at promoting research, training, academic exchange, and expert networking in areas of mutual interest, and will soon develop a concrete Implementation Roadmap for the 2026–2030 period.
