Delegation of the Federation Council of the Federal Assembly of the Russian Federation Visits and Works with Vietnam Academy of Science and Technology: Expanding Cooperation in Space Science and Technology and Human Resource Development

On the morning of 02 December 2025, at the headquarters of Vietnam National Space Center in Hoa Lac, Hanoi, a high-level delegation of the Federation Council of the Federal Assembly of the Russian Federation, led by Mr. Andrey Vladimirovich Yatskin, First Deputy Chairman of the Federation Council of the Federal Assembly of the Russian Federation, paid a visit to and held a working session with Vietnam Academy of Science and Technology (VAST). This visit provided an opportunity to further expand strategic cooperation between Viet Nam and the Russian Federation, including in the fields of space science and technology and high-quality human resource development.

Overview of the working session 

In attendance on the Russian side were Mr. Gennady Stepanovich Bezdetko, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Viet Nam; Mr. Konstantin Ilyich Mogilevsky, Deputy Minister of Science and Higher Education of the Russian Federation; Mr. Andrey Ivanovich Denisov, First Deputy Chairman of the Committee on Foreign Affairs; Mr. Artem Gennadievich Sheykin, First Deputy Chairman of the Committee on Constitutional Legislation and State Building; among others.

Welcoming the delegation on behalf of VAST were Prof. Dr. Chau Van Minh, Member of the Party Central Committee and President of VAST; Prof. Dr. Tran Hong Thai, Standing Deputy Secretary of the Party Committee and Standing Vice President of VAST; together with leaders of the Department of International Cooperation and the Vietnam National Space Center. Representatives of the Office of the National Assembly and the Ministry of Foreign Affairs of Viet Nam were also present.

In his remarks at the working session, President Chau Van Minh emphasized that Vietnam–Russia relations represent a special traditional friendship, built on a foundation of 100 years of people-to-people exchanges and 75 years of officially established diplomatic relations, characterized by trust, loyalty and close bonds across generations. Within this overall relationship, cooperation in science and technology as well as education and training has consistently been among the most enduring and effective pillars of Vietnam–Russia relations.

President Chau Van Minh further noted that VAST maintains a close and long-standing partnership with the Russian Academy of Sciences. The two sides have jointly implemented numerous valuable cooperation programs in basic research, technology development and human resource training. Both sides also agreed to further intensify strategic cooperation directions, including the field of space technology. For Viet Nam, space and satellite technologies are strategic technological fields of particularly important significance for digital economic development, resource management, climate change response, national defense and security assurance, and sustainable development. The Russian Federation is one of the world’s leading space powers, with outstanding strengths in satellite technology, launch vehicles, control systems and space infrastructure. President Chau Van Minh highly appreciated the cooperation with Roscosmos and leading Russian corporations and research institutes in the space sector, and expressed his desire to work with the Russian side to expand comprehensive, substantive and long-term cooperation in space technology.

Delivering remarks at the working session, Mr. Andrey Vladimirovich Yatskin, First Deputy Chairman of the Federation Council of the Federal Assembly of the Russian Federation, congratulated Prof. Acad. Chau Van Minh on the honor of being elected an Academician of Russian Academy of Sciences. He emphasized that, during the high-level talks held in May between the leaders of the two countries - General Secretary To Lam and President Vladimir Putin - both sides agreed to create new, substantive and effective momentum in cooperation in science and technology, including nuclear energy, biotechnology, the semiconductor industry, space technology and digital infrastructure development, and to promote the implementation of joint scientific research projects on the basis of agreements signed between the two countries. Vietnam also expressed its wish that Russia would facilitate opportunities for Vietnamese doctoral researchers to participate in research in high-technology fields, including space technology.

Mr. Andrey Vladimirovich Yatskin further shared that, under the Interkosmos Programme of the former Soviet Union - an international cooperation programme that enabled cosmonauts from other countries to participate in space flights - cosmonaut Pham Tuan became the first Vietnamese to travel into space in 1980. This, he noted, demonstrates the long-standing tradition of cooperation between the two countries in space science and technology. He also expressed his deep impression during his visit to the Vietnam National Space Center, a modern space research facility of Vietnam, and recognized the significant potential for bilateral cooperation in this field. He particularly emphasized that the Federation Council of the Federal Assembly of the Russian Federation has consistently paid close attention to science and technology cooperation between the two countries and has always supported such cooperation, especially in the fields of space science and technology and Vietnam–Russia education and training.

Speaking at the working session, Mr. Mogilevsky Konstantin Ilyich, Deputy Minister of Science and Higher Education of the Russian Federation, also congratulated Viet Nam on establishing a modern, specialized space research facility such as the Viet Nam National Space Center. He affirmed that the two countries could further expand their cooperation potential in space science and technology through participation in joint space research projects; the organization of competitions on space-related scientific projects; and the provision of training programs for personnel in artificial satellite technology and space science and technology at universities.

Prof. Dr. Tran Hong Thai, Standing Deputy Secretary of the Party Committee and Standing Vice President of VAST, noted that in recent years, VAST and the Ministry of Science and Higher Education of the Russian Federation have identified specific tasks to strengthen human resource training in key priority fields such as space technology, semiconductor technology and nuclear energy. In addition, issues related to funding for human resource training and joint Vietnam–Russia international research projects were also shared and discussed by Prof. Dr. Tran Hong Thai.

The visit and working session of the delegation of the Federation Council of the Federal Assembly of the Russian Federation with VAST at the Vietnam National Space Center was of great significance, demonstrating the strong attention of the senior leadership of the Russian Federation to science and technology cooperation, particularly in space technology, with Vietnam. This contributes to promoting the Vietnam–Russian Federation Comprehensive Strategic Partnership in a deeper, more effective and sustainable manner.
