Cooperation agreement on research, application of science and technology, innovation and digital transformation for the 2026–2030 Period between Vietnam Academy of Science and Technology and Quang Ninh Provincial People’s Committee
The ceremony was co-chaired by Prof. Dr. Tran Hong Thai, Member of the Party Central Committee, Deputy Head of the Party Central Committee’s Commission for Policies and Strategies, President of VAST, and Bui Van Khang, Deputy Secretary of the Provincial Party Committee and Chairman of the Quang Ninh Provincial People’s Committee.
Attending the ceremony were Professor, Dr Tran Tuan Anh, Vice President of VAST; Le Sy Tung, Deputy Secretary of the Party Committee and Chief of VAST Office; along with representatives of leaders from affiliated units. On the side of Quang Ninh province were representatives from provincial departments, agencies and sectors.
Overview of the ceremony
According to the signed agreement, the two sides will strengthen coordination in scientific and technological research and application, while promoting innovation and digital transformation. The cooperation will focus on developing an innovative start-up ecosystem, promoting digital government, the digital economy and digital society, as well as training and developing high-quality science and technology human resources for Quang Ninh province.

The agreement aims to establish a strategic cooperation framework between the two sides in scientific and technological research, application and digital transformation, thereby contributing to the goal of building Quang Ninh into a centrally governed city in the near future.

Speaking at the ceremony, Bui Van Khang emphasised that cooperation with the Academy would contribute to promoting scientific and technological research and application associated with the province’s key strengths, such as mineral exploitation and processing linked with environmental protection, the development of a green economy, circular economy and sustainable marine economy. The province also aims to build smart urban models, develop data systems serving resource and environmental management and development planning, while promoting an innovation and digital transformation ecosystem.

Prof. Dr. Tran Hong Thai affirmed that the Academy would accompany Quang Ninh province in researching and applying science and technology for socio-economic development. Key priorities include the development of the green economy and digital economy, research into environmental protection solutions, and the construction of scientific and cultural models such as marine museums and biodiversity museums, contributing to the preservation of natural resources and tourism development. The Academy will also support the province in training and attracting high-quality science and technology human resources.
