Continuing to build and enhance the role of the intellectual and scientific workforce to serve national development in the new era

On 27 March 2025, at the Vietnam Space Centre, Vietnam Academy of Science and Technology (Hoa Lac Hi-Tech Park, Thach That District, Hanoi), a delegation from the Party Central Committee Commission for Information, Education and Mass Mobilisation led by Comrade Huynh Thanh Dat, Member of the Party Central Committee and Deputy Head of the Party Central Committee Commission for Information, Education and Mass Mobilisation, paid a working visit to Vietnam Academy of Science and Technology (VAST). The purpose of the visit was to discuss the implementation of Resolution 45-NQ/TW dated 24 November 2023 of the 13th Central Committee on continuing to build and promote the role of the intellectual workforce in meeting the demands of fast and sustainable national development in the new era, and Resolution 57-NQ/TW dated 22 December 2024 of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation.

Overview of the meeting

In his keynote speech, Comrade Huynh Thanh Dat emphasised that Resolution 57-NQ/TW of the Politburo represents a significant step forward, reflecting the determination of the Party and State to foster science, technology, and innovation as key drivers of socio-economic development. It is a major and strategic breakthrough initiative, aiming to propel the country towards comprehensive and robust growth in the new era. As the country’s leading research institution, Vietnam Academy of Science and Technology plays a crucial role in implementing Resolution 57-NQ/TW. VAST not only delivers fundamental and applied scientific research but also promotes technology transfer and supports enterprises in innovation. Furthermore, VAST contributes to training high-quality human resources, shaping science and technology policies in line with global trends, and playing a key role in digital transformation, enhancing national competitiveness, and promoting sustainable development.

To review and acknowledge the Academy’s achievements in implementing the Party’s policies on science and technology development and innovation in recent times, and to continue gathering input from scientists on effective implementation of Resolutions, especially Resolution 45-NQ/TW and Resolution 57-NQ/TW, Comrade Huynh Thanh Dat proposed that delegates focus on the following points (1) Assessing key achievements in the implementation of Resolutions 45-NQ/TW and 57-NQ/TW, including the development and implementation of a project to elevate the Vietnam Academy of Science and Technology to the level of advanced institutions in the region and globally; (2) Evaluating efforts to train high-quality human resources, develop leading experts and scientists to serve socio-economic development, and reviewing mechanisms and policies to enhance the role of scientists at the Academy in researching, developing, and orienting core and strategic technologies, and forecasting future technology trends; (3) Highlighting the Academy’s role in the national digital transformation process, promoting research and application of digital technology in key scientific and technological fields; (4) Proposing solutions to improve the quality of scientific research and technological development, especially research with high applicability contributing directly to socio-economic growth; measures to promote technology transfer, link scientific research with businesses and production; and proposing effective cooperation models between the Academy and ministries, sectors, localities, and domestic enterprises to bring science and technology into practice; as well as solutions to strengthen international cooperation, attract resources and advanced technologies from international partners, and enhance the international standing of Vietnamese science.

Reporting on the results of implementing the Party's Resolutions, Professor, Academician Chau Van Minh, President of VAST, affirmed that over the past year, the Party Central Committee has issued several important Resolutions on the development of science, technology, and innovation nationwide – notably Resolution 45-NQ/TW and Resolution 57-NQ/TW of the Politburo. Following the spirit of Resolution 57, the Academy has established its Steering Committee for the development of science, technology, innovation, digital transformation, and administrative reform. The Academy has also diligently formulated a plan for implementing Resolution 57. It has conducted thorough communication and dissemination of the Resolution and its key breakthrough solutions to all staff. Regarding immediate priorities, the Academy is focusing on developing research programmes for strategic and foundational technologies, reforming the operations of sectoral councils, selecting priority scientific directions, and planning the training of high-quality human resources to meet demands. Additionally, the Academy is currently honoured to be assigned to prepare several important proposals by the Party Central Committee, the Politburo, the Party Secretariat, and the Government in areas such as basic research, high technology, and disaster prevention. This reflects the recognition and trust placed in the Academy by the Party and Government.

Comrade Le Truong Giang presents a report summarising scientific and technological activities, training, and development of high-quality human resources

On behalf of VAST's leadership, Vice President Le Truong Giang presented key activities recently undertaken by VAST in implementing Resolutions 45/NQ-TW and 57/NQ-TW. He also proposed that the Party Central Commission for Information, Education and Mass Mobilisation continue to support the Academy in its scientific research, human resource training, technology application, dissemination and promotion of research results, and in honouring individuals, collectives, and outstanding scientists who have contributed to the development of science, technology, innovation, and digital transformation. He also called for support in improving the international quality of VAST's scientific journals and strengthening high-quality human resource training.

During the session, scientists and representatives from units including the Vietnam Space Centre, the Institute of Materials Science, and the University of Science and Technology of Hanoi presented thematic reports and offered insightful contributions regarding the development of advanced technology sectors such as space technology, materials science, and strategic technologies. They also made recommendations on training high-quality human resources to international standards, fostering top-tier experts and scientists for socio-economic development, and resolving difficulties related to institutions, policies, incentives, enhancing the quality of scientific research and applications, disseminating scientific information, and promoting international integration.

In his closing remarks, Comrade Huynh Thanh Dat highly praised the achievements of Vietnam Academy of Science and Technology in implementing Central Resolutions, particularly Resolutions 18, 45, and 57. He acknowledged the opinions, proposals, and contributions of the officials, leaders, and scientists. On this occasion, Comrade Huynh Thanh Dat and the delegation visited the satellite control and operation centre, the space discovery centre, and other facilities at the Vietnam Space Centre.
