Conference to review work in 2012 and implement plans for 2013 at Vietnam Academy of Science and Technology

Prof. Dr. Ha Duy Ngo, permanent vice secretary of VAST Party Committee; Prof. Acad. Nguyen Van Hieu, VAST former president; and comrades who are former leaders of VAST attended the conference.
The Executive Committee of the VAST Party Committee, the Standing Committee of the VAST Trade Union Executive Committee, secretary of VAST’s Ho Chi Minh Communist Youth Union, leaders and president of scientific councils of units and staff winning outstanding achievements in 2012 awarded by VAST also took part in the event.

2012 marked an important year in VAST development and was the first year to implement the master development plan of the Vietnam Academy of Science and Technology (VAST) until 2020 and orientations for 2030, approved by the Prime Minister in late 2011.
On December 25th, 2012, the Government issued Decree 108/2012/NĐ-CP defining the functions, tasks, powers and organizational structure of VAST together with detailed contents. This showed the strategy view to be right with functions and tasks of VAST to improve activity effectiveness, focus on the implementation of political tasks assigned to VAST by the Party and the State in the period of accelerating industrialization and modernization, national sustainable and rapid development, to be suitable with position, functions, tasks and organizational structure of the academy in the new situation. This common effort of the academy was recognized by the government, ministries and agencies.
The Vietnam Academy of Science and Technology made efforts to complete the tasks of scientific research and the implementation of technology. The academy did Resolution 01/NQ-CP dated on January 3rd 2012 of the Government on key resolutions to steer and manage the implementation of socio-economic development plans and the state budget estimation 2012; and to develop science and technology industries association with practice, paying attention to the quality of science and technology products. The academy gave priority to human resources to carry out hi-tech development programmes such as space technology and biotechnology, encouraged the registration for intellectual property, supported the application and transfer of science and technology advances, and strengthened international cooperation.
Over the past year, the academy established the Institute of Genome Research and the Southern Institute of Ecology, continued to gradually implement the policy to associate science and technology activities of VAST with local requirements. As of December 2012, there are more than 4,000 members in VAST, including 2,649 regular ones, 43 professors, 180 associate professors, 36 doctors of science, 678 doctors, 722 masters and 802 graduates.
VAST coordinated with the Ministry of Science and Technology to define that powerful scientific groups in basic research on natural sciences and other potential scientific specialities.
2012 was the first year that VAST conducted independent science and technology projects under the Young Staff Programme to attract outstanding young cadres and high-quality cadres to work at the academy.
Despite of difficulties, units under VAST made comprehensive efforts and reached remarkable achievements to complete the plan for 2012.

Addressing the conference, member of the Party Central Committee and Minister of Science and Technology Nguyen Quan said that science and technology is a motivation and direct production force. Science and technology is a development priority for each nation and VAST, which is a leading unit in scientific study and technology application nationwide, therefore this is a very important task.
Mr. Quan also appreciated the achievements made by the academy over the past year and recognized positive contribution of the academy to national science and technology development. The minister also asked VAST to continue promoting available high quality human resources, focusing on studies for outstanding results and breakthrough technology applications, contributing to national industrialization and modernization, and improving the position of Vietnam’s science and technology in the international arena.
At the conference, Prof. Chau Van Minh, VAST president, presented VAST’s emulative flag to six outstanding units, VAST’s certificate of merit to six units and two departments, the appellation “outstanding labour group” to 20 units, the appellation “outstanding labour group” to 14 units at department-level, appellation “primary competitor” at VAST level to two individuals and certificates of merit to seven individuals for their outstanding achievements in 2012.

Concluding the conference, on behalf of VAST Emulation and Rewards Council, Prof. Chau Van Minh launched an emulation movement in the academy, calling all the staff to promote patriotic tradition and emulate for best achievements, contributing to complete assigned political asks and building a more developed VAST.
