Overview of the Conference
Attending the Conference were Mr. Vu Thanh Mai - Deputy Head of the Central Propaganda Department, Mr. Nguyen Van Cuong - Deputy Inspector General of the Government, Mr. Nguyen Duc Minh - Vice President of Vietnam Academy of Social Sciences, Major General Bui Trong The - Deputy Director of the Department of Economic Security, Ministry of Public Security, Comrade Tran Thi Kim Anh, Vice President of Vietnam Trade Union of Public Employees, delegates representing central and local departments, ministries, branches. Acad. Prof. Chau Van Minh, Member of the Party Central Committee, Secretary of the Party Committee, President of VAST chaired the Summary Conference. Also attending were Vice Presidents of VAST; former leaders of VAST over the periods; leaders of affiliated units and representatives of collectives and individuals who won emulation titles in 2024.

2024 continues to be a difficult year due to the impact of domestic and foreign factors, such as armed conflicts in many parts of the world, the economic situation is still volatile, affecting all aspects of VAST’s activities. But all officials, scientists, officials and employees of VAST have made their best efforts, promoted the spirit of solidarity and successfully completed the targets of 2024. These results have contributed to completing and exceeding the targets of the Resolution of the 8th Congress of Party Deputies of VAST for the term 2020 – 2025, creating a favorable momentum for us to enter the 9th Congress of Party Deputies of VAST for the term 2025 – 2030.
In the last month of the year, VAST has successfully implemented structural reforms in accordance with the directives of the Government Steering Committee and the Central Steering Committee. VAST has reduced 14 affiliated focal points, from 38 units to 24 units (a 36.8% redcution) in accordance with the requirements of the Government's Steering Committee on summarizing Resolution 18. The reports and dossiers have been completed on schedule and submitted to the Government according to regulations to ensure that the affiliated units will soon come into stable operation.
In particular, on December 22, 2024, the Politburo of the Communist Party of Vietnam issued Resolution 57 on "breakthrough in the development of science, technology, innovation and national digital transformation", which includes specific goals, tasks and solutions to 2030, vision to 2045, including many important contents, including the content: Developing research institutes and universities to become strong research subjects, closely combining research, application and training. To invest in and upgrade Vietnam Academy of Science and Technology, Vietnam Academy of Social Sciences, and national key scientific research and innovation institutions. Merger and dissolution of ineffective scientific and technological organizations.
Resolution 57 issued at this time has shown the special attention of the Party and the State, this is an opportunity for Vietnam's science and technology and Vietnam Academy of Science and Technology in particular to reach out and make a breakthrough in the future, contributing to the strong development of the country in the new era - the era of national growth.
In 2024, VAST has well implemented important tasks assigned by the Government and the Prime Minister such as DNA assessment of martyrs' remains, earthquake news and tsunami warning, Vietnam Space Center project, construction project of University of Science and Technology of Hanoi. The Institute has also completed 03 projects assigned by the Government and is currently waiting for comments from ministries and branches to submit to the Government on schedule. The consultancy work for the Government continued to be promoted by VAST during the year, many of VAST's suggestions and contributions on science and technology development, training of high-quality human resources, socio-economic development, natural disaster prevention, protection of national sovereignty have been recognized by the Party and the Government.
VAST has successfully completed regular activities according to its functions, in terms of basic research: The number and quality of published works of the Institute will continue to grow in 2024. VAST's scientists have published over 2200 works in prestigious domestic and foreign journals. Among the publications in international journals, more than 81% of the works are published in prestigious international journals of high quality (in the list of Q1, Q2 or IF index > 1). The ratio of international publications to the number of PhDs of the Institute has reached more than 1.8 international publications/PhD, equivalent to major research institutions in the world. Compared to the previous period, the number of works published in prestigious high-quality international journals has grown sharply, reaching an average of 17% annually, exceeding the target set in the Resolution of the 8th Congress of Party Deputies of VAST. The basic investigation continued to achieve many encouraging results, providing important scientific information and arguments for the development of planning, development orientation, sustainable exploitation of natural resources, environmental protection, natural disaster prevention and control as well as promoting the socio-economic development of many localities in the country.
In 2024, VAST has continued to honor seven excellent projects in the fields of Mathematics - Information Technology, Mechanics - Physics - Space Technology, Chemistry, Biotechnology, Materials Science, Earth Science, and Environment - Energy. At the same time, many units and individuals of VAST have been awarded prestigious awards such as Kovalevskaia and Ta Quang Buu. In addition, VAST has also successfully implemented many key scientific tasks such as physics and mathematics development programs, basic research in chemistry, life sciences, and digital transformation, as well as new programs such as high-quality basic research. The only two international science centers in Vietnam recognized and sponsored by UNESCO are the International Center for Physics and the International Center for Research and Training in Mathematics, which continue to play an important role, attracting prestigious scientists at home and abroad.
Regarding applied research and technology deployment: In 2024, VAST has been granted 62 intellectual property patents, including four international patents. Thus, from 2020 to now, VAST has been granted nearly 300 intellectual property certificates, an increase of 1.5 times compared to the previous period, exceeding the target (5% annually) set out in the Resolution of the 8th Congress of Party Deputies of VAST. Many advanced technologies have been effectively applied in businesses and localities, contributing to socio-economic development.
Regarding international integration, VAST has achieved many positive results in international cooperation. VAST continues to expand relations with new partners, maintain strong cooperation with traditional partners, and thoroughly implement the foreign policy and guidelines of the Party and the State. VAST has strengthened the exchange of scientific delegations; actively in negotiation activities, signing cooperation agreements with international partners, implementing international cooperation projects and tasks; proactively coordinate with ministries and branches in external activities; actively exchange and negotiate with relevant agencies at home and abroad to promote the implementation of tasks assigned by the Government; at the same time, strictly manage the international cooperation of affiliated units. In particular, in 2024, the Institute has upgraded its tasks under the bilateral cooperation program with the Russian Federation with criteria focusing on the quality of basic research. VAST has also cooperated with the French Institute for Development Studies (IRD) to successfully implement a Vietnamese-French mixed oceanographic survey on board the ANTEA and to work with the Russian Academy of Sciences to prepare marine surveys on the Oparin and La Ven Kopi ships in the following year.
Regarding training: VAST is always interested in developing and improving the quality of undergraduate and postgraduate training. University of Science and Technology of Hanoi, after being certified by HCERES to meet European accreditation standards in 2023, continues to affirm as a prestigious training address and attract more than 1000 students for 2024 and increase the training scale to 3500 students. University of Science and Technology of Hanoi is honored to be one of 18 universities in the country selected by the Government to invest in training and research equipment in the field of microchips and semiconductors. In addition, Graduate University of Science and Technology and the training institutions of the Institute of Mathematics continue to improve the quality of training, currently guiding more than 400 doctoral students. During the year, there were 70 PhD students who successfully defended their doctoral dissertations, basically each PhD student had two international publications, equivalent to international standards.
For information, communication and publishing, VAST always focuses on and promotes the application of information technology in management, administration and scientific research. The website of VAST is effectively maintained, with more than 3.5 million visits as of November 2024, bringing the total number of visits to more than 50 million. This shows the growing public interest in the information of VAST. VAST has also upgraded the cloud storage system, ensuring effective access and sharing of digital data. The Vast Campus network at the head office provides high-speed Internet, supporting quick scientific information lookup. As of November 2024, there have been over 600 thousand downloads of scientific works and more than seven thousand downloads of monographs. The Institute's system of specialized scientific journals continues to affirm its leading role in Vietnam. All 12 journals are published in English, with five journals in the Web of Science category, six journals in the Scopus system, and five journals meeting ASEAN standards.
Other regular activities of VAST in terms of Organization – Personnel and Inspection, Office, Planning – Finance have come into order to achieve good results, along with the active activities of the Veterans Association, Trade Union and Youth Union contributing to the overall achievements of VAST.
This year's summary conference continues to apply sound simulation technology to present a detailed summary report of the Institute to promote the application of technology in practice, develop new scientific fields and implement digital transformation. This is a research work of Associate Professor Luong Chi Mai and scientists at the Institute of Information Technology developed and continued to be completed during the year. Also within the framework of the Conference, the delegates heard a number of reports illustrating the operation and results of the units under VAST in the past year.
In order to praise units, collectives and individuals with excellent achievements in work, the Board of Directors of VAST awarded the title of "Emulation Flag of VAST" to five units; awarded the title of Emulation Soldier of the Academy to four individuals; awarded the title of Excellent Labor Collective to 16 units and 28 department collectives; awarded the Certificate of Merit from President of VAST to six units, three department collectives and 30 individuals with outstanding and extraordinary achievements in work in 2024.
